And a Business Plan if there is peace right so the peace has to stand on its own but you cant just sign a Peace Agreement after you know all these years of fighting then all sudden love each other and move on with life you have to be able to articulate what a future is that could be exciting for people if you think about it for the middle east the unifying feature of a lot of the arab world over the last 70 years is the hatred of israel and theyve used that often to deflect from a lot of their own shortcomings internally and so israel is not the cause of the problems throughout a lot of this region throughout a lot of these places the problem is bad governance the problem is lack of opportunity for people and lack of investment in the right way so again what were trying to do here is were trying to figure out what is a framework for moving forward you mentioned the air Peace Initiative i think that was a very very noble effort when it was done 2002 the air Peace Initiative says that there is no military solution to this conflict which i think is a very important recognition that has to be a negotiated solution the parties have tried negotiating for a lot of years it hasnt worked so weve tried to do is figure out a new framework for this to happen the political plan would be very indepth well put that out at the right time and we hope people will judge it on its merits as opposed to rejecting it before they even see it which again is not a rational construct in terms of how to approach trying to make the lives of your People Better so again the purpose of. Is to bring people together show that there is a lot of potential for this region show that a lot of the greatest investors in the world do care about this issue care about the Palestinian People want to be here in the event that we can create a Peace Agreement and a stable environment where capital can be invested and opportunity could be realized now. Another point on the Arab Initiative the the u. S. Ambassador to israel David Friedman has is on the record as saying that he thinks that israel has the right to retain some of the west bank to the palestinians and others in the arab world that is the. A death blow to the. 2 state solution is the 2 state solution still a viable solution for you and for President Donald Trump so right now from unama were focused on the economic aspects of what could be possible if there is a resolution but what i will say is that you know all of the people i speak to you know they talk about the arab Peace Initiative and again it was a it was a great effort but if that was where a deal was going to be made a deal would be made a long time ago i think we all have to recognize that if there ever is a deal its not going to be along the lines of the arab Peace Initiative will be somewhere between the arab Peace Initiative and somewhere between the israeli position and we need to think about what are the fundamental things that are underlying important number one is security right i think the israeli population and the palestinian population and the broader middle east right now cares a lot about have security the more you have security the more you could have freer flow of goods freer flow of people i know thats a very big issue for the palestinians they want to be able to move through the borders i think the cost of goods are too high because it takes a long time to get through the borders but theres a direct correlation between the ramping up of terror and the threat to israel and the slowing down of the borders and so you know if we can create an environment where theres actual peace and again peace comes from compromise and well figure out what the right elements of that are at the right time then that is the necessary precondition to be able to implement a lot of the Economic Reforms that were going to talk about at this conference now the for the palestinians as you know the main problem at this particular point in time they say yes the economys a problem but the main problem is these radio keep patients. What they describe as the lack of real genuine israeli interest in peace they say for example that robina was killed when because he was interested in peace and he was killed by an israeli by not by a palestinian so what do you say to that well i think the there israelis that say that the palestinians have no interest in peace and there are palestinians that say that israelis. No interest in peace thats what a negotiation is people start with different positions they start out with sides and again if we want to find a pathway forward that means both sides have to find a place where they both feel like they can gain more than they give and then move forward and have the opportunities to live better lives this is been spoken about for a long time a lot of the leadership thats been condemning the efforts in trying to tell people how this should be done these are the people that have failed and so you look at where the peoples lives are today versus all the money thats gone into this area over the years it has not trickled down to the people in the way that it should be so i think its time to try something new and again what were trying to accomplish at the naama is were trying to figure out how do we get people to look at this problem through a different lens when i travel through the region i share the Economic Vision with a lot of the different leadership in the different arab and muslim countries and the result was they said this is fabulous this is great work this is fresh thinking what we should do is bring everyone together lets present it lets not make this an american project this make this a regional and a Global Project we can all come together share ideas agree on what it can be and then lets figure out how we can create the right political environments that we can execute it i have one minute left of the time and i really appreciate you telling now after a minute after the work what happens after the minimum. What are the a. B. C. s whats going to happen right so the 1st part is we want to get everyone together hopefully get feedback weve gotten a ton of fabulous feedback so far on the vision that weve laid out people love the depth of it they love the detail of it what we hope to do is engage in a discussion on all of the different components and then what will do after that is well figure out how do we do some follow up and then bring the world together to agree on what an economic plan could look like Going Forward once we have that i think then that creates the precondition thats necessary in order to have a real discussion about the core status issues in the political issues thank you very much. Hello and welcome im peter w. Watching the news of life from our headquarters here in doha coming up in the next 60 minutes. The elephant in the door and minimize of course the occupation itself. Senior palestinian officials condemn the u. S. Sponsored buffering come from saying its an attempt to buy off a future palestinian state. President trump threatens to veto a 4 and a half 1000000000. 00 bill passed by the house to hold migrants detained at the border. Also ahead well look at why its getting harder to see insects some how they could threaten the entire planet. Hello im all power top sports story this wednesday australia become the 1st team to qualify for this years cricket world cup semifinals as ive been trying over england these are the hard part now hanging by a thread. Day 2 of the u. S. Of conference in bahrain on the Economic Development of the middle east its part of a larger plan to solve the Israeli Palestinian conflict but palestinians reject the plan and are boycotting the gathering in the capital manama they say financial incentives cannot rule out a much needed political solution the elephant in the room and manama is of course the occupation itself. Is the Israeli Occupation which was never mentioned not once with all its manifestations including land including theft of resources. Of palestinian funds and system of dirt and control and of course the steps are violence home demolitions the siege of gaza the constant military. Vests the head of the International Monetary fund is insisting any solution must focus on creating jobs Christine Legarde says growth is shrinking in palestine with unemployment at 30 to 50 percent in the occupied west bank and gaza you have a very very. Quickly growing population about 5 millions at the moment between the 2. Territories probably going to double from 5 to 10 millions in 2050 thats the estimate and in 203060 percent of the population will be working age which is great and but great if the jobs are there difficult if there is no climate nor can patient for those young people coming to the market more senior white house advisor who until the 50000000000. 00 economic blueprint on tuesday called it quits the opportunity of the century for palestinians. My direct message to the Palestinian People is that despite what those who have let you down in the past tell you President Trump and america have not given up on you this workshop is for you the vision we developed and released if executed correctly will lead to a Better Future for the Palestinian People a future of dignity prosperity and opportunity you can change your course for the positive if we are willing to try new things and think outside of the traditional box for the new smith from west jerusalem. No one in the palestinian territories will dispute that their economy is in desperate need of investment but they also tell you that what would give the economy a quick and instant boost is a release from the very severe constraints israels occupation puts on the palestinian territories the constraints on the movement of goods in and out of the west bank and the movement of people in and out of the west bank and the almost on the blockade essentially of gaza nobody is allowed to leave except for extreme medical reasons and theres very tight controls on the goods that can come to and fro so the bahrain conference is suggesting that there would be a release of these constraints and this 50000000000. 00 in pledges would give the Palestinian Economy such a significant boost that it would be worth the political consequences further down the line we know though that the political dimension of this whenever its presented will probably not contain the idea of a 2 state solution jar cushions already heavily hinted that it will be something other than that and to expect the palestinians to accept that is an extraordinarily big ask also a big ask of leaders in the rest of the arab world to accept that and whose arms on lot Senior Palestinian official he has said that the idea of this meeting is that its a real estate deal with israel getting the property and the palestinians getting the cash and he says the problem is that palestine is not for sale. Is tracking developments for us outside the illegal settlements a bit old new year in ramallah whats the palestinian reaction to this workshop. So as weve heard in the past few minutes that palestinians have been rejecting this workshop as well as the deal plan as a whole they say that any solution to the palestinian israeli cause should include a political process in line with the economy side we all know that the Palestinian Authority is facing a financial crisis due to the lack of Financial Aid from different donor countries as well as israels decision to deduct part of the tax money it collects on behalf of the Palestinian Authority having said that the palestinian president says that even though economy is important and the palestinians need that money it should not be at the expense of a political solution to the palestinian israeli. So if they dont want economic projects 50000000000. 00 were pledged pledged money if it comes to what do they want. To get out of the president has addressed that and said that the u. S. Wants to collect that money from arab states and give it to the palestinians so if he wants to do that hes not going to need the u. S. To ask the arabs for that support because he could be asking for that money himself so it seems here that the issue is not about money he also said that the u. S. Has stopped giving its Financial Aid to the palestinians so how come they come now and say that they want to provide more help for the palestinians the issue here is political the issue here is statehood and in the palestinian occupation and dissing the blockade on gaza thanks very much. Ok lets take a close look now at the Political Solutions that the palestinians want 1st demanding an independent state as part of the 2 state solution agreed in the 1993 oslo accords that deal also called for contentious issues to be discussed after a period of 5 years now those included the status of jerusalem final borders illegal settlements and restrictions on gaza there were further efforts to bring peace to the region over the years but mistrust between israelis and palestinians stall the Peace Process joining this time the building of illegal settlements continued and the us President Donald Trump declared jerusalem as israels capital last year much to the anger of palestinians and the International Community simon a bomb is a senior lecturer in International Studies at the university of lancaster in the u. K. He joins us on skype from leeds simon welcome back to the news hour is this the deal of the century is this the opportunity of the century i think its the p. R. Move of the century to be honest dont think that what gerald question or in trying to trying to do is move away from the political guy and shins of the conflict thats been rumbling on for 70 years or so trying to get out of the by by resorting to money talking to palestinians this morning they are incredibly angry that not at all surprised that this is the struct forward but they are also adamant that they are their history that cannot be sold no matter the price but moving away from conventional wisdom to quote general cushion or may on paper be the right thing but theres a reason conventional wisdom is conventional wisdom because many people before mr surely have taken 101520 years to come to that point. Sure yeah and youre certainly right that conventions are conventions because theyve been tried and told over the decades i think im sympathetic to mr questioner in the sense that that hasnt worked over the past 70 years that hasnt been a lasting peace between the israelis and the palestinians for myriad reasons and so it really must be time for Something Different but i think there are a number of serious issues in this regard in that this is not particularly a serious deal it doesnt address the longstanding political social cultural issues that have plagued the palestinian state but also when i think this is an incredibly important point the u. S. Has moved its embassy from tel aviv to jerusalem which had a hugely symbolic impact on these on these talks on u. S. Efforts to facilitate peace between the israelis and the palestinians and it really removed any lasting sense of neutrality that might have been there any semblance of neutrality that might say wont take that longer standing talks between the various sides and it just meant that that if there was to be a move towards peace it could really be facilitated by the u. S. Because it wasnt seen as being a neutral and thus trustworthy partner for the palestinians under the cushion of plan when will crucially the time be right to talk about the political issues here. Well thats Something Else thats a bit of a problem because we dont know we know that he said that he will do it in the future when the time is right and i guess thats contingent on elections in israel we know that Benjamin Netanyahu is facing a great deal of Political Uncertainty Political Legal uncertainty there isnt the stability of an Israeli Government at present so perhaps hes waiting for that some are suggesting that hes going to be waiting until november so to release some type of political money if you will in terms of what this this deal might look like on the ground or that would say that there isnt really really a map of what will ready what it will look like in the palestinian territories but rather its just reflecting and representing facts on the ground in terms how things are as they are right now and that its really just about the money as a way of trying to escape this longstanding intractable conflict does that mean on that idea of the political map that youre talking about simon does that mean that slash donald trump they are not pushing for a 2 state solution at all or is there a little bit of pressure on backburner which they will return to what the and their mic is is allowed to throw the success of this multibillion dollar plan. I think thats thats the 1000000 dollar question the 1000000000 dollar question if you will and that deals with questions about where power lies in the relationship not only between trump and person of but also trump and netanyahu the americans and the israelis the extent to which the israelis are able to and so influence over the americans the americans have long said they wanted 2 state solution but what this does is that it doesnt present any real evidence about what the new palestinian state might look like a 2 state solution will require a serious change of truck from the israelis and if if next and yahoo exits a great deal of pressure over trump and exert influence over trump and the americans then theyre not going to be in a position to really do with up particularly given the type of rhetoric that netanyahu was using in these in his previous selects victory if you will which was about 3 occupying the west bank and going more and more into the palestinian territories so i think theres a great deal of uncertainty about the political map and my understanding my analysis of this would be that its more about reflecting facts on the ground which would mean that its not really yet 2 state solution but it is that this serious asymmetry in terms of power that the israeli state would continue to exert sovereign control over the palestinian territories and it may be that is what donald trump understands as a 2 state solution briefly simon very brief him in the headline is 50000000000. 00 worth of investment some very wealthy wealthy people doing that round table thing in bahrain wheres the money coming from amusement to question as a businessman has big Financial Issues himself but because he deals in multimillion multibillion sums of money the world thinks hes a Financial Success arguably his critics might say hes not. Sure yeah i think thats the other question we dont know where the moneys coming from the palestinians dont know where the money is coming from but they have said to me this morning that they could double the money and we would still not agree to this deal so i mean good to talk to you as ever thanks for clarity talk to you again im sure thank you. Well as the conference in bahrain got underway the u. N. Agency responsible for Palestinian Refugees was asking for more than a 1000000000. 00 at its annual pledging conference in new york donors pledged just over 110000000 and the agency is warning its not enough to alleviate a crisis caused by the u. S. Cutting its funding last year i think the situation is extremely precarious when you think of a 1000000 people possibly not receiving Food Assistance in gaza in addition to all of the other hardships that they face its something that nobody should even contemplate allowing to happen she has returned from the u. N. After the trumpet ministration cut off all funding for the un relief and works agency 42. 00 countries stepped up and increased their share of funding in order to make up the shortfall this meeting in part is to remind and should be those donors to ensure that funding continues in 2019 whats fascinating about the timing of this is it does happen on the same day as gerard cushion his workshop in bahrain for the financial aspects of his deal of the century and the same arguments that were being used by gerard cushion or for his deal were being used by jason green blatt the trumpet ministration negotiator for ending funding for the un agency that looks after refugees were doing this for the palestinians the Un Refugee Agency isnt good enough for them we want the palestinians to prosper even though as a result of that funding shortfall there could be enormous humanitarian consequences it is also interesting that theres a suspicion here that it is intimately connected to the question of plan that theres a thought in washington perhaps that if you end funding for the Un Refugee Agency the relief the Refugee Agency that works for the palestinians then perhaps you can say there is no longer a refugee problem theres no issue of the right of return and thats very much on the minds you can tell of delegates of this conference that they want to keep the funding for the un relief and works agency to make sure that the issue of refugees doesnt disappear that the Trump Administration cant simply say look now that the unruh has gone maybe there is the refugee problem and we can just move on with the deal of the century lost mother and still to come here on the news hour including the u. S. Rally support for its new sanctions against iran. And in the sport some unusual events get a step closer to being included in the olympics rubbles here with that story in about 30 minutes. Now a photograph of a father and. Who drowned in a river on the u. S. Mexican border is highlighting the dangers migrants face trying to reach the u. S. Oscar Alberta Martin is ramirez and his 23 month old daughter of an area from el salvador died last weekend the photographer says the father tried to cross with the area on his back while his wife returned to the shoreline in mexico but he became tired and the pair were swept away by the currents their bodies were recovered on monday the journalists that were photographed spoken about those images. Where you can make one more you know in extent in war it was something that moved me deeply because it showed that up until her last breath she was joined to him not only by the shirts but also in that embrace in which they passed together and today is not an area People Choose to cross because they know theyre easily caught but its understood and his family had arrived recently and did not know this which is why they attempted the crossing in desperation this case in particular touched us because of the circumstances a father embracing his daughter and in their last breath both ground dying together. The u. S. House of representatives has approved a 4500000000. 00 aid package to help Asylum Seekers coming across the Mexican Border the bill includes money to help shelter and feed migrants in custody and improve standards for their care but president crumpets threatened to veto the measure meanwhile the acting head of the u. S. Border Protection Agency has announced his resignation. And more than 100 Migrant Children have been returned to an already overcrowded Detention Center in texas despite reports of appalling conditions there lawyers who inspected the facility say the children didnt have access to soap or toothbrushes and hadnt showered since they crossed the Mexican Border but 250 children lived away from the facility on the outskirts of el paso a few days ago. President from post delayed raids that would remove thousands of undocumented immigrants in the u. S. But officials are still arresting those who show up at court for routine appearances kristen salumi spoke to one pregnant woman whose deportation order was put on hold just hours before her removal was due to take place. The family of alamo centeno santiago anxiously awaits word the pregnant mother of these 2 american born children has been in jail for about 3 months and is scheduled to be deported to her native guatemala the following day. If the media finally a call. And its close down. She says shes had severe stomach problems while in custody at a facility dealing with a mumps outbreak she just went to the doctor but missed a meal in the process her mother is distraught for his lower than low so i dont know what will happen with the children its sad that they could deport her because they need her we all need her. A deportation order was issued for santiago because she missed a Court Appearance the 34 year old crossed the southern border 15 years ago and filed for asylum claiming she faced violence and threats back home neither immigration and Customs Enforcement nor the jail would comment on her claims of in adequate medical care. Santiago was arrested outside a local courthouse where she appeared to settle a domestic dispute according to the immigrant defense fund federal agents have made more than 200. 00 courthouse arrests in new york in the last year thats a 17 fold increase since donald trump became president in 2016 the stepped up enforcement comes as the trumpet ministration pressures congress to make it more difficult for immigrants to obtain asylum but santiagos lawyer says shes entitled to due process she asked the court to stay her deportation until her appeal could be heard theres been no allegations that she is violent or that she is a danger to her community shes a mother of 2 and to whisk her away and not give her access to the courts and not have her be able to reside. In forums in which we have those eye injuries all these kind of issues is just really an affront to our entire Legal Process and its been hard on the children who dont know if and when they will see her again santiago told us she had nowhere to live in guatemala and if deported she would try to return kristen salumi aljazeera queens new york. Now the iranian president Hassan Rouhani has again rejected u. S. Calls for talks saying he doesnt believe washington really wants to negotiate the war of words has escalated between the 2 countries since the u. S. Withdrew from the 2050 nuclear deal last year the u. S. Acting defense secretary mark asked for his travel to brussels to shore up International Support for new sanctions imposed on iran Senior Leaders however he says washington is looking for a diplomatic solution i want to assure them that we are not seeking conflict with iran the United States is not going to go to iran rather we want to get into a diplomatic and i think my discussions with them will be and it has been beginning already is to work with us we need to kind of broaden out gauge one on this and we all need to Work Together to get iran on a diplomatic this is not iran versus the United States this is the iran certainly versus the region in arguably the broader Global Environment so we need to all Work Together and get our diplomatic and reach a new better agreement the most we have. To tehran of my colleagues. In the Supreme Leader the ayatollah has been speaking what did he say. Yes these are the 1st comments weve heard from Supreme Leader ayatollah ali come a day since he was added to the u. S. Sanctions list on monday he addressed american sanctions not specifically sanctions against him but about american sanctions he acknowledges that they have indeed over the years had a devastating effect on irans economy he said iran has been oppressed but that does not mean iran is weak it is mighty and will achieve its goals and in a seeming reference to the shoot down by irans military of a u. S. Drone last week on thursday he said iran has shown its power not just through recent events but in its resistance over the last 40 years he said iran remains mighty and dignified so very strong comments coming from him and with regards to the idea of talks he said that the United States only goal is to weaken iran in any way possible and any sort of call for a dialogue is a little more than deception and off to suggesting that donald trump the u. S. President had mental problems more tough talk we understand from the iranian president yes thats exactly right mr. President has been speaking as part of his weekly Cabinet Meeting and in it he reiterated a point that many iranians here leaders and civilians have made over and over again that they do not want to conflict with the United States they dont want war but president Hassan Rouhani said that its Border Security its sovereignty is for iran a very very bold red line and he said that the shoot down of the drone last week shows that if needed iran is more than capable of defending itself he also had a recommendation for american leaders as well as europeans that if they want stability in the region they have to honor the 2015 nuclear deal zain thanks very much. Well the u. S. Secretary of state mike pump aoe is missing indias Prime Minister and foreign minister to discuss trade energy and defense issues tension in the gulf also high on the agenda we all know that we need to keep that that waterway open. For that reason as it were just described how we also know that iran is the Worlds Largest state sponsor of terror and we know the indian people have they have suffered from terror around the world so i think there is a a shared understanding of threat and a common purpose to ensure that we can keep energy at the right prices and deter this threat not only is the threat in that narrow confines of the middle east but the threat that this pair regime poses to the entire world turn your attention to the war in syria at least 7 civilians have been killed and Dozens Injured in regime strikes in the it lip countryside the air strikes targeted a gathering in a farm meanwhile other raids hits. Gnomon and other villages in the west in the countryside saudi military Officials Say theyve intercepted and destroyed a drone targeting homes near its border with yemen the drone was brought down near the residential area of hummus in shape which is also home to a military base it is the latest in a series of attacks on saudi airports and infrastructure by yemens from sea rebels. That has. Had the reason for what you describe is in these collation as that we had introduced a truce
