Thanks in the end it was a show without its leading man with no sign of Boris Johnson the front runner in the u. K. Leadership contest his absence at this televised debate collaring lee obviously leaving the rest of the candidates to stay why they should become the next conservative party leader and by default u. K. Prime minister and with the opportunity to take a flight at an absent johnson where is boris if his team wont allow him out to debate with 5 pretty friendly colleagues how is he going to fare with 27. 00 European Countries the conundrum that is brechts it and what to do about it of course dominated the debate argued for bracks it right from the beginning i led the leave campaign i will deliver bracks it a responsible Prime Minister would prepare for a new deal and i think if we prepare properly which we havent done for 3 years that it will actually bring on a deal and thats the best way to end this uncertainty to actually have that deal this leadership contest is an issue of trust and the only one i believe who can be trusted to get us out by the end of october i mean this is in the 1st ballot of this contest Boris Johnson britains paul more foreign minister secured a 114. 00 votes from with partys m. P. The right time to introduce our panel now in london we have John JohnstonPolitical Correspondent at politics herman in brussels we have Steven Erlanger chief Diplomatic Correspondent for the New York Times and in lancaster thats in northwest england we have mark garnett senior lecturer in british politics at Lancaster University welcome to you war but john let me start with you 1st of all what did you make of the debate many commentators seem to think that the debate was won by rory stewart who of course came last when it came to the 1st ballot. Well the most suitable thing about the debate last night was the absence of the front runner Boris Johnson who was empty chaired it left an empty podium for him last night because he decided not to do these debates hes been absent from from most of the Public Events around the turn leadership contest there was a discussion of the hustings held today by members of the u. K. Parliamentary press gallery this is a group of reporters who have access to the house of commons again all of the candidate showed up apart from mr johnson hes entirely absent at the moment but yes the one of the standout when there is i think from last night was rory stewart as you said he has come from nowhere nobody really expected him to run let alone to make it through the 1st ballots and hes really brought a kind of energy and a new way of doing political campaigning for these leadership elections has his Campaign Looks like it could run on and on if hes able to get the votes of m. P. s tomorrow thats the point isnt it mark because of course no matter how well rory stewart did in this debate even though Boris Johnson has been defined by that since pretty much in this whole process hes still got an unassailable lead hasnt he berish johnson is winning by a huge margin. Well you certainly secured a very comfortable win on the 1st ballot but mr johnson is a very divisive character you either love him or you loath him and i think that for him to really be a serious candidate a toll in this election given the rather colorful past the hows and some of the blotches on his record i think that it means m. P. s will have decided to swallow their misgivings about him now i think that on the 1st ballot what weve seen that is only 114. 00 m. P. s under 30 plus mr johnson himself who have been willing to do that and the argument for them doing that is of course that hes seen as an election when a so i think the 1st round although his his team i think were content with that it wasnt overwhelming and i think that in terms of mr stewart i think mr stewart is an extremely irritating factor in this leadership election in the eyes of m. P. s because the job of any remaining candidate somebody who has accepted the results of the referendum but clearly would like to soft bret says and its clearly knows a lot about the subject but that persons role was really to be slaughtered in the 1st round mr stewart has defied that role that he only just got through the 1st round but even so hes still there and as john was saying he set in making a very lively impression but he doesnt fit the scripts right irritant and i think that m. P. s will be delighted if he doesnt get through the next round but maybe he will defy the odds again all right mark just step very briefly if you will just explain for us what the next stage of the process is because of course the next british Prime Minister is not going to be elected by britains people is going to be elected by members of the conservative party who are one aged roughly 57 years old overwhelmingly white in a the well mainly male. Well theres a process now a series of different votes in which the list of candidates is whittled down to 2 the 2 most popular who emerged in this contest will then go on a series of events around the country and theyll basically be trying to get the votes of conservative members as you say this is a party whose a youth wing once had many times more members than the whole party now has the youth wayne i believe has about 1000000 members it was half a 1000000 members at one point so so a party which you would argue is not a particularly good photo fit with the british people as a whole so theyll be a series of votes the candidates will not only be eliminated the one that comes last in each ballot is eliminated but others will probably reconsider and drop out and then eventually that will be left with just 2 standing and then its for the vote they Party Members to decide out in the country all right so coming to you now stephen all of this greta 6 men which do you think if any would the Steering Committee brett sit at the you prefer to deal with of course theyll have already had some something to do with dominic robb a full Member Secretary with Boris Johnson of course a former foreign secretary and indeed jeremy hunt the current foreign secretary. Well i would have to say. They dont like dominic robb very much they dont think he was a very good representative of the job he was supposed to be doing. As foreign secretary or strengths and im using create a not very serious i think what they really want is a leader who can command a majority for something in the house of commons thats what they need i mean the e. U. Deals with governments governments are that by people to be sure but i dont think they really care all that much as long as whoever it is really can command a majority in the house give a clear direction or exit resolved one way or another and ideally pass this Withdrawal Agreement set out on the go sessions about a future relationship and theyre willing to deal with anyone whos capable of commanding that majority one quick note i read that doesnt it rob was known as the turn it in brussels apparently some play on on his name in dutch but coming to you now john one of the positions of the candidates in terms of this Withdrawal Agreement which according to europe is nonnegotiable its there its set in stone how are any of them going to persuade parliament to pass this deal went to resume a tried and tried and tried and failed. Well thats really the key question most of them have essentially said that they will renegotiate parts of the agreement Boris Johnson has said that but really hasnt set out any detail on how he would do that. Dominic and mr jones of both put a firm date the current exit date of october 31st they have said we will leave on that date deal or no deal but what they have not been clear on is if parliament moves to block a new deal which seems incredibly likely what they will then do well they call a general election and go back to the people and ask for them to be given a majority so that they can get a new deal through parliament or there has been here in the u. K. A real rout brewing because there has been some suggestion that mr robert mr johnson if they become Prime Minister could suspend parliament essentially shut down parliament lock the doors stop m. P. s from coming in to block a new deal brecks it until we had 31st date when legally we would leave now this has caused a major route here with m. P. s who have said that that would be unconstitutional and that some tory m. P. s have said they would vote to bring down their own government if that was the case so were in were in really on charted waters mark lets come to you again because this this idea of suspending parliament parading parliament i think is the official term and im forcing through an issue i mean how unprecedented is that hasnt happened before. Well so it is in circumstances of this kind its completely unprecedented in what more one might call the democratic era its a kind of device that absolute monarchs people like charles the 1st who did without parliament for 11 whole years having perot days people like that very happy to use this device to shut parliament up so it really would be a desperate ploy and i just think it would be very difficult for any leader who went ahead with this policy be only be very difficult for that person ever to recover any credibility as a champion of democracy it is that serious and stephen given that as you say that the main prerequisite for any british Prime Minister is the ability to command parliament and we dont seem to to be terribly confident with regard to any of the 6 candidates. Is europe will be europe the european negotiators in particular be persuaded to come back to the negotiating table because many of of the candidates have suggested that there is room for renegotiation is that a top possible. Well there certainly is possibility for renegotiating a nonbinding political declaration which declares works both sides want for their future relationship now to be honest with drawl agreement already is going to have to change because the original date of march 29th for britain leaving is passed which means the numbers in the Withdrawal Agreement have to change anyway because britain is still in the e. U. So the deal needs to be paid in to the budget and so on and so on so theres going to have to be some talking around the edges the real problem as weve all been around around is the socalled backstop on the Northern Irish irish ford or that has been a problem i dont see the European Union bending on that that is a guarantee its not anything anybody wants. And i i do believe thats a big Sticking Point now there may be ways to you know talk about timing and saving and so on and so on but the essence of the withdrawal of grant which is a divorce deal i mean its not the future relationship really i dont think can change very much if at all and certainly not in the sense of oh im just going to come to brussels and theyre going to bend it were going to get whatever we want and in 3 weeks the other problem it must be said is given the way the laws are written now written leaves on october 31st if it does nothing britain will have to ask for a delay beyond october 31st if it wants one and whether parliament wants it or not unless it does something active if less than half theres a law preventing the withdrawal thats going to happen on october 31st and there are some people in brussels ready the french in particular who think its enough with us that maybe october 31st should be the final deadline. Rather him yes britain wants that or not and john coming back to you covering westminster how many of these candidates then are trying to assuage the concerns of the the hard rex it is within the party and promising almost a rather casual approach to a no deal departure from the European Union we know that Boris Johnson the certainly took that out certainly and this is the problem that he has created for himself because he has made these promises to hardline broke steers who have now fallen in line behind him with this very firm pledge that he will take the u. K. Out on october 31st now some of them have already started to threaten that should that not happen then they would possibly think about defecting to nigel ferocious arcee which of course pulled off a stunning victory in the European Parliament elections last month so we are going to end up in a very difficult position for those m. P. s if this date doesnt pass and its possible that we go into a general election where with Boris Johnson as Prime Minister saying parliament has blocked theres nothing i could do about it and now i need you to give me a majority that allows me to force this through but hes really put himself in a difficult position hes tied his hands on this date and it seems almost impossible that parliament will allow this to happen all right. Coming back to you stephen in brussels because john referred to the recent european elections of course which saw a tremendous showing for the bracks it party in the u. K. As well as for other nationalist and populist parties around europe how has this changed politics this change complection of the European Parliament is that changing any particular attitude towards the british style emma. I dont think yet i mean the new Parliament Comes in early next month. It is true that nationalist populous which were about 20 percent of the Old Parliament are now about 25 percent and obviously the back of the party in the sort of british comedians will go as soon as breakfast happens theyre likely not to affect european politics very very much but if theyre obstreperous a noisy it may increase the desire of some in brussels to be done with this no matter what and have britain lead the other thing it just really is worth saying that even if britain leans without a deal which we keep saying theyre going to have to be back in brussels quite soon anyway to negotiate all kinds of things that were covered in the Withdrawal Agreement like the landing rights and Citizens Rights and all these things that seem to have been settled but obviously would not be settled at all do you reckon and mark in lancaster some people claim that the Current Situation that britain is in is pretty much a consequence of an internal division a kind of a civil war room is within the conservative party that has taken what the best part is says he is it seems at least 3 if not for Prime Ministers 4 on the basis of attitude to europe is that accurate. Yes. Certainly you can trace. There are lots of other reasons for departure but the immediate cause of the challenge to her leadership was a disagreement about europe john majors life was made impossible by europe youve had in the interim William Hague struggled to make an impact because of his attendance to be a kind of compromise euro skeptic inductance without trouble partly because he was obviously in advance here a skeptic and that mr cameron has fallen too so yes i mean it really is a running saw and it really originates from Margaret Thatcher herself and her bruce speech in 1988 which really validated the views of people who wanted to leave the european at that point it was the european communities. And from then on it seems like people who want to be true services that his legacy of had conflicts of loyalty that more and more loyal to mrs that his memory and the anti european cause and they out of the party and this is all now coming to a head you now have members of the party fairly openly saying they voted for the brits at party in the recent european elections and this is yet another problem for mr johnson people will defect to the brits that party if hes not hardline enough people will defect possibly to the liberal democrats if is too hard line so hes wanted this particular role for very long time but i think its very difficult to see how hes going to enjoy it certainly enjoy it for very long he may not even be in that role for very long as long as hes in it it wont be very enjoyable right said mark it sounds very much as they the very future of the conservative party is at stake or certainly is. Its is connected deeply intricately connected to the machinations consenting backs it. Were in a context where in the past certainly in the early postwar period in britain loyalties voters were very loyal to parties i mislike theyre now loyal to football teams now i would suggest that that analogy doesnt really operates anymore people are much more inclined to regard Political Parties on the take it or leave it basis so generally Political Parties are losing deep rooted loyalty for the conservative party it always traded on being a party of stability that you could trust that in a crisis well that particular brand has been pretty well contaminated and the brand it has been contaminated in other ways for reasons well documented big bold times and nasty party and nasty divided party and the president on tax does not have a future in my view mr johnson is going to have to pull off a miracle and as i say i think hes probably the last of these candidates have a chance of bringing the Party Back Together again so you may win votes for the party but he wont win a happy feature of this party all right and john very quickly if you would just take a series as some of the other candidates because it is important to mention that there are 6 we mentioned partial to dominant rob what about michael kay is the environment secretary who was seen is a very firm breasts a tear isnt he he was seen as somebody could really stand up not only to jeremy cool ben but also to the leaders of europe whats happened to his campaign. Well he was obviously partners in crime with Boris Johnson during the Live Campaign but then was kind of muddied his brand a little bit with tory voters in the last leadership election where he essentially knifed Forrest Johnson during that campaign he was now hes now been seen as been very loyal to mrs mays deal which is hated by brought to tears that has damaged his standing amongst the more euro skeptic elements of the party and now his campaign is really fighting for life because of revelations about drug use from his past so hes not really been able to break through he can stand up as a kind of top breaks a tear against Boris Johnson and now the rest of his campaign is slightly been derailed by these personal revelations and john 30 seconds on sajid javid is the outsider if you like hes the only nonwhite the only. Man with working class origins a son of a bus driver tell us very quickly about him. Well mr javid yeah hes standing as a kind of saying hes one of standing against the elite within the within society of course worth remembering that he was a senior figure in a bank and made many millions during that role but yes youre right he has certainly come from a very different background from the rest of the candidates and hes putting that forward as part of his message for not only how she would deal with the immediate the next 15 days of brecks at the how that would impact his leadership for the next 3 or 4 years into the future general our action but again it seems difficult bracks is its all about bracks it right now all right john thank you and im going to give the final word to stephen because youre in brussels youre of perhaps where it really really matters and how are those in brussels viewing the shenanigans going on in the u. K. Well with a lot of sadness britain matters to europe and europe matters to britain and britain and europe do enormous trade together britain is important militarily its committed to the security of the entire continent its a big factor unneighborly its a Nuclear Power its a member of the Un Security CouncilEveryone Wants britain to figure it out and when they figure it out to come to brussels and get a deal that seems good to both sides thats really what people want they dont want to bad relationship right ok gentlemen thank you all very much indeed john jumped stan Steven Erlanger mark garnett thank you very much.
