Over to pathing. Thanks to with me to talk about president Trumps National security speech our rina shah a republican strategist and consultant and blaze michelle the director of the National Security program at the Bipartisan Policy Center here in washington so. Im confused they gave us all these indications that this was going to be a National Security strategy and a National Security speech this was the Trump Campaign really lived what both of you what is your take what exactly we just saw other than the campaign after hes already won the election i think its definitely a continuation of what weve been seeing which is the president has been having a hard time transitioning from Campaign Mode to governing mode he definitely likes the Campaign Rally as more and more of it is his style but i think its important to understand the speech in the context as a book and to the nog aeration speech he gave on january twentieth inauguration speech he talked about american carnage all the things that were wrong with inside our country before he came to power and the day he talked about all the things first of all he trumpeted all the things he has fixed since hes been in power but you all talk about all the things that are going on it outside of our country you can talk about it you know sort of international carnage or International Chaos all the people who are out to get us who are going to storm our borders who want to do us harm and how and this is also an important part of it and why its more of a Campaign Speech its a result of all the past failures of other parties other leaders and so hes laying out this case of you know the world is really bad it was really bad before i got here and now im going to fix it so its not really about the strategy itself so much as you know the persona of President Trump determined to fix these problems maybe you can explain to our audience obviously this was the the whole theme of the speech was everything was horrible it all got better january twentieth the day he took over as president of the states and he kept talking about how we were seen as weak and we were in the u. S. Wasnt. Respected abroad what is he trying to tap into because again with President Trump it always goes back to trying to rally his base which hes losing all of the it goes back to the Campaign Slogan make America Great again and thats what one slogan i rejected from the right now i said i think americas already great in many ways the speechless. Let me just say this is that it read a bit like embroidery and and it was much like what the seventy plage plan is and it mixed in some traditionalism which weve heard from other president s there were some new language in there but there were also some big departures which were nods to trump ism and that was stuff like the wall and immigration and those were things that he promised his base on the campaign trail so this was a bit of a confusing speech i believe it was very long much like the seventy plage plan its a its a very long long speech but the greatest takeaway i believe was that. It over did the competitive nature of Global Politics and that is its quite funny to me because competition and cooperation have always been very much a part of how the world works the trick is how to manage both and thats what american president s have traditionally talked about he did not do that he talked about our weakness a great deal and that really bothered me as somebody who already thinks this who thinks this countrys already great one big thing i did like was talking about nation building abroad been talking about that for three to four years now ever since i left capitol hill as an adviser i really do believe we need to invest more at home we are spending too much money outside of our borders on building other countries so i dont mean his or her but this is a president whos need more troops and more resources to afghanistan to iraq into syria i mean this again is a lot of things were seen as his rhetoric does it actually meet what hes doing and i think the strategy here is if he says it enough times that his base will believe him but one of the things i think that was striking in its absence is what we saw his advisors say is he was going to go hard on russia and china which he did on the campaign trail but since hes been in office his strategy is to play nice with both with president xi jinping of china and not even mention. It in the most lovely light he didnt he didnt go after them in the speech. I was surprised he did actually mention russia at all in in the. Sort of the first phrase really doubt we are dealing with rival powers that want to undermine us and he did say russia and china but it was interesting that he went on right away to make a pivot which as far as i have seen is not in the document to say we will try to make them into partners and he talked about this phone call that he had with putin yesterday so even you know he went away actually he pivoted right away from competition to cooperation with russia in a way that is not in the strategy itself so even though he mentioned it as a rival right away he went back to how we can Work Together and im struck by everything with this president goes back to the economics of it he likes to take credit for the current economy although i think any economist will tell you that president s dont have an Immediate Impact on the economy its the policies of the past we havent really seen the policies go into effect but he always talks about the stock market what does that have to do with National Security this is a very unusual concept for an american president to actually say hey if were rich enough well be safe i mean is that his policy here indeed it is actually because many republicans of felt that americas been reminded time and again that Economic Security is not just related to National Security it is National Security and thats right i think he made why he made numerous mentions of what hes done for the economy again taking credit where its probably not due to him in many ways we can go ahead and say because this administration has grappled over this year to really make any serious policy changes i believe that are going to be long lasting and and that are rooted in him in deep breath or a kid that came out of the campaign trail to respond to that quickly putting on my bipartisan and in a lot of ways i dont think this is much different than what we saw president obama do maybe a different emphasis but president obamas his inauguration was the day the oceans stopped rising right so taking credit for things that maybe president s cant you cant do something that they like to do and the notion of Economic Security is an important one the president said we need to stop nation building abroad president obama called for that. Actually president obamas very first National Security strategy which i said right here says our strength and influence abroad begins with the steps we take the whole we must grow our economy these are all sort of plain vanilla things that president s have been seeing and the president has a way of saying them in a way that i think is right definitely appeals to the base even when theyre true that are either so deep as to not mean anything or things that everybody signs up to and hes saying America First doesnt mean america alone but that he highlights as great things all of these alliances that hes pulled the country out of so i have trouble square that we dont have much time left when i ask you both heres the strategy weve heard this speech does it change anything because everything in here and everything he said is not what hes actually doing in office does that change you want to go first ill say it changes some things right now because i do see this bailing of the Strategic Plan as well as the remarks he made today to hit a reset button with many members of the Republican Party who felt that hes incapable of governing he sounded very. Very good right now to many moderate republicans and this is stuff weve like teeth sounded so in many ways and i think thats something that we welcome as a party if he really wants to be the leader of this party which i think hes hes failed to show on many occasions here so here in the middle of december this is a fantastic thing hes done hes almost resetting for the next year but again to your point he doesnt this sets nothing if he cannot act on if his administration cannot follow through with policy in the coming months very quickly i think it definitely gives guidance to officials policymakers that has been different than what theyve heard so far are there enough officials in place or enact these policies are they going to hear Something Different tomorrow or read a different tweet tomorrow remains an open question all right thank you guys so much for joining us so i think the bottom line is he has a speech he has a Security Strategy and will he follow through well keep your eyes as always with president and trump on twitter thats the latest here from washington now back to you in london so. Thank you passe well jazeera senior political analyst joins us now in the studio having listened quite carefully im sure to president speech one of the things see he mentioned was america is one of the greatest forces for peace in the history of the world interesting just two hours after the u. N. Veto that nikki haley put forward in the Security Council earlier today saying that against the move of the israeli capital being and to jerusalem i mean really this was an awful lot of talk about how Great America is on the world stage and indeed the first country he said in this great number of countries she was too interesting it was saudi arabia wants to make about you know its because if you define everything not by the act but by the actor. By definition everything america does is good by definition because america does it its good if america recognizes jerusalem as capitalism thats good for peace if america advocates certain war on certain economies certain countries it must be good for stability and world peace so it is it is judging by the actor not by the acts so everything goes according to if america the moderate the peacemaker won something then it is what it is i think in a sense here. Just to take us a step back sue i think its interesting that he starts by speaking in the name of the people and you know let alone that he did not win a majority leader thats what he stood for never to let on that he did not win a majority he started by speaking the night he said. People became rulers of their nation not he and hes not the ruler of the nation its the people now are ruling america and in the name of the people he basically did when i used an entire generation of american president s he said they were all wrong im right thats an amazing phenomena he did that also when he was. Not the chinese for the deficit you know trade deficit with United States but he blamed former american president s thats thats always a very strange and actually he did police come to us both with russia and china i think the expectation was he would list wronger than that against him but he clearly wasnt it was a loving almost with russia again thats true here there is a bit of a dichotomy you know a loss in the one hands complementarity and complimenting president putin exchanging smiles and so on so for on the other hand there is a problem with the with the with russia that has to do with the ukraine and other issues but just to simplify this whole thing for our International Viewers let me just put it this way i think in terms of just just general policy there is absolutely nothing new in terms of i mean every other american president wanted american prosperity. Promote american prosperity and promote american interests and promote american trade and promote American Security and American Values they all wanted to do that theres nothing new here i think the emphasis is on three and best really important one is populist nationalism populous nationalism meaning you go after the immigrants you go after the others and i think one of the things that i dont know i think its our our our or into rational viewers will be just can google trump nine hundred eighty seven ad in the New York Times thats thirty years ago he said we must tax other nations for their security thirty years later nothing evolved these children pitting the same thing so populist nationalism that goes after other countries want to tax them for america providing security wants to go after immigrants also for the other the other level of a conversation is the one that has to do with economic nationalism i mean you know to say that promote american prosperity abroad and so on so forth it is a question of American Economic nationalism what is he saying is he going to go towards trade wars is he going to slap china with tariffs and so forth is that where were gong because thats what hes saying really in some other words the other the third point i think thats the more important point thats relating also to the global middle east and so on so forth is militant nationalism belligerent nationalism and he talks about peace sioux strings and he talks mainly about seven hundred billion dollars in Defense Budget thats almost as equal as the entire Defense Budget of the whole world really so to talk in those terms and then to name north korea iran and so on so forth and make terrorism and the likes again emphasizing populist nationalism with this sense of nationalism was also a key cornerstone of his speech if you will almost like a Campaign Speech rather than a National Security strategy vaguely to get your thoughts that mount a share of the. A senior political analyst on to weather news now on the Palestinian Government has slammed an unacceptable the u. S. Decision to veto a u. N. Draft resolution that would have required president on trial to rescind his recognition of jerusalem as the israeli capital all of the other fourteen members all the Security Council voted in favor of the resolution describing the vote as an insult under their environment to the un u. S. Ambassador nikki haley said america would not be told by anyone where it comports its embassy what we witnessed here today in the Security Council is an insult it wont be forgotten its one more example of the United Nations doing more harm than good in addressing the Israeli Palestinian conflict today for the simple act of deciding where to put our embassy the United States was forced to defend its sovereignty the record will were flecked that we did so proudly today for of knowledge of basic truth about the capital city of israel we are accused of harming peace the record will reflect that we reject that outrageous claim for these reasons and with the best interests of both the israeli and the Palestinian People firmly in mind the United States votes no on this resolution. Palestinian leaders on are planning to call for an emergency meeting of the u. N. General assembly the Palestinian Ambassador to the u. N. Says the u. S. Can no longer be a peace broker in the middle east at this house wholeheartedly filling it with these rallies that the. United states chooses to disregard International Law and to ignore the International Consensus chooses to stand with the Israeli Occupation at the expense of our rights and the just nature of their cause with this veto the u. S. Has missed an opportunity to correct a legal decision with regard to jerusalem and it has persisted in its historic. This resolution to fix the status of the United States as a peace broker and it actually stresses that bias and it undermines its role in any future Peace Process or mike hanna is that the United Nations forwards might come ready spikey comments coming from nikki haley that seem to be more upset that the people were saying that they shouldnt move their embassy rather than realizing what an impact this was going to have. Indeed yes she was arguing from the basis of us sovereignty saying that the us has the right to do what it wants to do it can choose whatever capital it wants so to put its embassy in any country in the world this somewhat of a specious argument given the very nature of jerusalem given the fact that decades of administrations within the United States have stayed clear of moving their embassy to jerusalem from to live eve the ambassador clearly thinking that the best form of defense is attack not only criticizing the resolution itself but also criticizing the United Nations as a body in kucing it of eternal bias against israel whereas the only country that was actually taking part in those discussions at the invitation of the president of the Security Council israel was wholeheartedly in support of the u. S. Position as one could imagine some critics contending that israel has been in fact emboldened by the u. S. Position because not only did the u. S. Ambassador reject this resolution that was before the council but earlier she also said that a resolution passed in december last year describing israels settlement building as an impediment to peace which had been vetoed to undo the Current Administration and that occasion the u. S. Abstained in the vote on that particular resolution so clearly the u. S. Now getting even more hardline if that is possible and we heard there from the Palestinian Ambassador the impact of that that he believes that the u. S. Is completely undermined as any for most honest interlocutor in what ever attempts to create new dialogue might occur good to get an update my kind of there at the United Nations.
