Zero zero am fully back to go welcome to the news hour live from our headquarters in doha coming up in the next sixty minutes the evidence is undeniable the weapons might as well have had made in iran stickers all over it iran denies it but the u. S. Says it has proof tehran is supplying arms to who the rebels in yemen. A big. Missed opportunity the latest round of syria talks and with no progress negotiate is a blaming each other for the failure also this hour the us pulls the plug on Net Neutrality well explain what this could mean for millions of Internet Users in america and doing why colombias most powerful criminal gang is now looking to strike a deal with the government. The United States has presented what it calls undeniable evidence that iran is supplying weapons to who the fight is in yemen the u. S. Ambassador to the u. N. Nikki haley showed off what washington says are parts from a new iranian made Ballistic Missile it was fired from yemen last month they nearly hit the airport in saudi arabias capital riyadh iran calls those allegations unfounded irresponsible and provocative and denies supplying weapons to the whole thing saudi arabia is demanding the u. N. Security council hold tehran accountable iran is prohibited from supplying selling or transferring weapons outside the country unless its approved by the Security Council a state Department Correspondent rawson jordan reports from washington. The u. S. Ambassador to the United Nations who traveled from an institution devoted to diplomacy to a military. Its on thursday to point the finger at iran to hear the trumpet ministration is accusing to han of illegally supplying weapons to groups across the middle east explosive boats drones and high am short range Ballistic Missiles haley told reporters she was standing in front of one of those alleged missiles these are the recovered pieces of a missile fired by who the militants from yemen and a saudi arabia the messes the nestles intended target with a civilian airport in riyadh. The november fourth attack on the riyadh airport is one of the many clashes between the saudi backed government and who the rebels trying to conquer the country and the attack is mentioned in the u. N. Secretary generals latest report on irans compliance with the nuclear deal but Officials Say that mention is not a confirmation theres no conclusive evidence about the provenance of those missiles but you can read the report for yourself even before the press conference was over the iranians rejected haleys charges these accusations seek also to cover up for the saudi war crimes in yemen with the u. S. Complicity and divert international and regional attention from the stalemate war of aggression against the yemenis that has so far killed more than ten thousand civilians displaced three million crippled yemens infrastructure and Health System and pushed the country to the brink of largest famine the world has seen for decades as the un has warned the swedish ambassador to the un told reporters he is concerned the u. S. Is trying to find new reasons to scrap the Iran Nuclear Deal as far as i mean in full agreement is being implemented by iran on the Nuclear Issue now we would be very happy to discuss with american and others you know the broader role of iran in the region analysts say while checking irans behavior is important the trumpet ministre. Is taking a risk i would hope that there would be more evidence forward general and for that matter. Obviously she claims to have evidence evidence for that he made it clear the u. S. Is doing what needs to be done for the sake of National Security you will see us build a coalition to really push back against iran and what theyre doing well warning to telephone at least for now on supply in jordan aljazeera washington and there is a Mirage Research director at the National IranianAmerican Council he thinks the Trump Administration is selectively picking facts to prop up its case against iran this is one of many steps that weve seen that is that are troubling precisely because it has similar components it has similar characteristics cherry picking intelligence from a u. N. Report that was far from conclusive is exactly what nikki haley did today and thats the same kind of cherrypicking that we saw in two thousand to two thousand and three by the Bush Administration in the run up to of the iraq war so we have to be diligent about this theres no question that the region is in flux and its been in flux really since the americas invasion of iraq in two thousand and three and what weve seen now really since the trumpet ministration has come into office is the First American president ial administration to accept full scale unadulterated the saudi emma roddie israeli view of what security in the region should look like and thats why you see a trail of tears spanning from yemen to qatar to lebanon on to iraq and to syria so really we need to take a step back here and focus less on military potential solutions and filling the diplomacy deficit that exists in the middle east. A missed opportunity thats how the u. N. Special envoy for syria is describing the latest round of geneva talks which ended with no progress to find a mr or a blames the Syrian Government a go shaders for the failure of the eighth round of political talks the government is accusing the opposition stead David Chaytor is following developments in geneva the eighth round of negotiations and yet another failure for the United Nations in geneva the Syrian Governments team refused point blank to meet face to face with the opposition counterparts they say no talks will be held with the opposition as long as it insists on president assads removal from power. And which the opposition has presented us with a new position and has imposed preconditions on the talks in geneva these come from their handlers on the other side of the uns mediators stefan de mistura couldnt hide his frustration he said carriage was needed to win the peace a big missed opportunity. I golden opportunity at the end of this year when in fact duty there a clear indication by many sides that the military operations are coming to a kloof the leader of the opposition delegation though was equally forthright pinning the blame for the failure squarely on the shoulders of the team from damascus. Of the work of the regime has refused to record talks refused indirect talks or fuse even the agenda put forward by Jimmy Stewart is rejected everything it means the regime rejected the Peace Process after nearly seven years of civil war in syria with the death toll now stretching beyond four hundred thousand and with millions of refugees force on the home now is the time to find a new initiative behind the scenes talks are underway to find a method to revive this Peace Process but ultimately the solution lies in the hands of two leaders in washington and moscow David Chaytor al jazeera geneva. Joining us now is rami khouri who is a professor of journalism at the American University of beirut and also a senior fellow at the Harvard Kennedy school hes a live from boston thank you very much for being with us on aljazeera the Syrian Government delegation didnt just blame the opposition for the talks failing but also the mediators seven to mr or who suggested that russia should get the Assad Government to agree to some of the terms and conditions like Holding New Elections a day before how much do you think this undermines the u. N. And mr aris position and where does this leave any hope for future direct talks between the two sides. Her i really dont think theres been any major change in the situations a problem with this situation this is the eighth round of negotiations in geneva that have ended in failure the problem is from the very beginning any negotiation like this in a war situation that trying to end the war and the conflict that is based on the un Security Council resolution as this one is. Is almost always going to get nowhere and we know that from resolutions two for two and three three eight and israel palestine from one nine hundred sixty seven and theyve got to know where the problem is that the parties on the ground dont agree the big powers russia the u. S. Mainly outside who support them dont agree they dont have any clear middle ground where they can compromise and right now so but nobody wants to leave the talks unilaterally so were still in the same position we were four or five years ago unfortunately thats why youve got all these other talks going on the russians have taken the lead now with the standard talks and the so she talks and the National Dialogue talks theyre planning next month or two and russia and so geneva is still there as a vehicle that everybody can go to once theyre actually ready to make a deal but really prior to this latest round in geneva the belief was that the opposition had somewhat diluted some of their demands that the saudi backed sachin within the opposition that had the upper hand had given up on the idea of bashar assad leaving power but what we saw instead was the opposition in geneva presenting a tough public stance willing at any future all for assad in syria what does that say about their strength today and also the role of all these other countries that are involved in the syria conflict whether its saudi arabia or the others. It tells us that the opposition is getting weaker and weaker because there are external support from the west and from the arab gulf states and others is weakening and some of the Major Players like the turks for instance have no no longer say assad has to leave right now as they used to say before so they opposition is divided internally their external support is declining and theyre not unified and they theyre theyre not all serious representatives of powers on the ground though they are syria syrians who have a lot of legitimacy in their own right so this is been the problem all along with the with the opposition groups the other thing is that these are negotiators right what they say is a negotiating position what they say in public what they say in private and theyre negotiating all the time so theyll Say Something hoping to get a better position the next day and this goes on and on and the mediators are various to fund them is still is a very experienced serious amount of great integrity but he cant make any headway when the positions are so rigid and the upper hand is in the hands of the government and the Assad Government right now and thats the one of the reasons why theyre getting nowhere because they dont feel any pressure to make any concessions that to me putin has announced the end of russias role in syria the military operations but is the conflict about to end any time soon and can maybe a political settlement any time soon. There has to be ultimately a political settlement thats really the only things that will work even when one side defeats the other there needs to be a political agreement on governing syria and sharing power among the different groups that have now emerged on the ground so you have kurdish groups and you have progovernment groups you have some rebel groups who are who are not islamists who have some and courage and tribal groups and other local groups and so there has to be a power sharing agreement with a new constitution so ultimately yes you have to have a political agreement it may be emerging from a process that the russians control more than the United Nations right now and there has to be a mechanism whereby the russians for their own sake can get out of syria ultimately theyll always have a base now they have a big air base and they have expanded naval base and talked to so they are there it goes have been achieved theyve saved the s. L. Government theyve got a Strong Military position for a long time and they vastly expanded their impact and leverage all across the region and probably further away in places like ukraine theyve got many more diplomatic cards to play theyve got relations with iran and turkey that are improved so theyre doing a lot of serious diplomacy which is strengthening their leverage syria for them is not a central now as it was six or seven years ago therefore theyre probably a little more those russians are probably more willing to make some compromises and theyll nudge the assad regime towards something that will allow a comprehensive political agreement to happen in the next year or two presumably but nobody knows who is always very good to talk to you thank you so much for joining us on aljazeera. The white house says north korea was among the issues discussed in the latest foreign conversation between presenter and then his russian counterpart Vladimir Putin while in beijing the visiting south korean president and his house put on a united front over the north Korean Nuclear threat adrian brown has our report. This is a difficult visit for south koreas leader. Unlike the a few superset should have folded President Donald Trump five weeks ago the welcoming ceremony for moon was decidedly loci his relationship with his hose president xi jinping has improved but remains an easy in spite of their differences the specter of conflict on the Korean Peninsula has brought these two men together mr made no secret. Does not want war sauce called want a peaceful and diplomatic solution to north Koreas Nuclear missile programs so does this tie china and the South Koreans have common language the principle point of friction remains south koreas decision to deploy a United States and Missile System in response Chinese Tourists boycotted south korea and other economic sanctions followed on thursday moonsault to reassure chinas leader that the system would only be used against north korea but in a sign strains over the issues still linger there was no joint Media Conference as often happens on such occasions. The atmosphere wasnt improved by a serious scuffle between a south korean photographer and Chinese Security guards the south korean governments lodged a complaint the good news is that the president their chinese and south korea are at least talking to one another but big differences remain over how to calm tensions on the Korean Peninsula but analysts say of the four leaders most closely involved in this crisis President Trump and kim jong un of course being the others it is he and moon who are the same voices voices that could prove pivotal if diplomacy is to with. The u. N. Secretary general antonio good terrors is also in the region with a stark warning against the danger of sleep walking into war he said the unity of the Security Council was crucial to prevent that it is very clear that Security Council resolutions need to be fully implemented fully implemented by north korea first of all but fully implemented by all the other countries will rule is crucial in order to make sure that the sanctions are put in place and that they achieve the result that we all aim which is in the nuclearization of the Korean Peninsula the uns political chief Jeffrey Feltman was in north korea a week ago he said officials told him they wanted to avoid war now a delegation from Russias Defense Ministry is in pyongyang coupled with mr moons visit to china this sudden flurry of activity could amount to the start of the last best hope for a diplomatic breakthrough Adrian Brown Al Jazeera beijing and i speak to kathy novak in cell now kathy whats on the present moment agenda today. Well hes continuing this four day visit today with the meeting with the chinese Prime Minister and also its parliamentary leader all part of this continuing effort to d. For aust this relationship as we heard there there was no joint statement after the meeting between the two president s but according to president moons office the two leaders did agree to four general principles on north korea that there must be no more war on the Korean Peninsula that the Korean Peninsula must be nuclear free that there must be improved in her career and relations and that china and south korea must Work Together to pressure pyongyang to negotiate to resolve this crisis but in a sign that the relationship is still quite frosty were told by officials who are in the meeting that president xi jinping iterated chinas position on the Missile Defense system sad saying that he hopes south korea takes the situation seriously and were told that he said it takes a long time to recover from a setback but relations are now improving fast and were also told that president said he expects china to play more of a role on north korea but did not specifically mention the requests that china put a full oil embargo on north korea more and more World Leaders cathy are getting involved in trying to solve this north korea crisis donald trump we understand has spoken to grab me and put in the russian president again about this issue first. Thats right and according to the readout from the white house it said the two president s also discussed working together to resolve the very dangerous situation in north korea but of course publicly the positions of russia and the United States have differed russia in the past has accused the u. S. Of provoking the situation and in his annual News Conference russian president Vladimir Putin urged all sides to not aggravate the situation and this all comes ahead of a u. N. Security Council Meeting on north korea the north Korean Ambassador is expected to attend as is the u. S. Secretary of state Rex Tillerson of course tillerson in recent days suggested a potential shift in u. S. Policy that would see the potential for negotiations without preconditions whereas in the past the u. S. Has said that one precondition for talks with north korea is that it must denuclearize but after making that statement both the white house and the state Department Said that the u. S. Position hasnt changed so reaching a Common Ground on talks a still appears to be up in the air kathy novak and so thank you very much for that. But to more ahead on this aljazeera news hour including chiles president ial candidates wrap up their campaigns just days ahead of a tight Runoff Election thus. Brazils president is pushing ahead with plans to shake up the countrys general Suspension System michel to mass controversial reforms have been blasted by critics across society and time is running out for him to push it through Congress John heilemann explains. This is brazil as much of the world sees it some and sun the paradise for the young the beautiful reality the country has become the Promised Land of the old its pensions are among the most generous in the world with many eligible to retire and start getting payouts will still in the fiftys. Government says if that continues it will lead to financial disaster. If we dont change things in ten years pension payments could take up eighty percent of the federal budget. Thats going to seriously restrict spending in Education Health and security. On thursday the government presented congress with an updated version of a controversial reform from president tema it would set a minimum pensionable age sixty five for men sixty two for women and reduce payouts its been scaled back from the original but still isnt going down well with brazilians. These hunger strikers are just one sign of a population that sees the safety of its retirement is suddenly threatened he stepped up fast and we are starving ourselves for a few days so that brazilians wont stop for the rest of their lives many economists are also skeptical of the reform two hundred of them have signed a statement saying the government has fiddled the figures to give the sense of impending crisis what is it that already is is all the scaremongering that in twenty thirty all the budget will be spent on pensions its false because the government isnt including in its figures all the resources created to finance pensions. Done amiss to agree that the Pension System needs to change in a country with the struggling economy and dating population some of the cake gradual action but president knows hes running out of time the president was desperate to get this reform through congress before the christmas break and thats now not going to happen its going to make things even more difficult for him because when these lawmakers come back next year its going to be election season in brazil and theyre going to be even less willing to support what is a very unpopular measure. As the year ends a number of president who staked his legacy on this reform is seeing it slip away john home and how does it brasilia. Politicians in argentina have suspended a vote on president ma lucio mockeries spend ssion reform plan after protests turned violent. Tear gas and rubber bullets were fired at demonstrators in buenos cyrus theyre angry about potential changes to their pensions ian leaders say the measures will cut retirement payments as well as aid for poor families the countrys top even has called for a general strike. Through trying to review. I do not. Use information. Welcome back as we look at the weather across central and southern parts of china and taiwan fairly quiet at the moment hong kong not to bother twenty two degrees taipei twenty three few showers for parts of vietnam im not shy to vittie becomes more enhanced as we head through to soften places and heavy showers here may see little bit of rain at times but i think for most part it should be drawing certainly pretty warm across me a ma there with thirty two in young gone heading down into southeastern parts of asia weve got this developing Tropical Cyclone to say going to be an awful lot in the way of winds but rain could be really really heavy up to half a meter of rain in places over the following few days as this trundles very slowly across more central areas further towards the south not looking to buy across borneo java still pick up some showers so what one in jakarta see through suffered a that system hasnt moved very far at all moving up through them in a pinch of weather conditions not too bad for singapore kuala lumpur indeed across much of thailand cambodia and southern parts of vietnam the weather conditions looking quite good across into south asia its a largely fine picture here we still have a few showers affect in sri lanka but further north it should be largely draw and fine bright in new delhi but not all that warm heise here of twenty one. The weather sponsored by qatar airways. And new perspectives can change the world. For one chin is even began as a hobby has grown into a passion a way of life. Teaching the next generation to strive for a higher level. And in so instilling in his country and sense of freedom and strength. New heights my chin is here and this time on aljazeera and the reported world i g. s iraq u. S. And British Companies have announced the biggest discovery of natural gas in west africa but what to do with these untapped natural resource. Says it is already a source of heated debate nothing much has changed we still spend most of the days looking forward to full dry river beds like this one five years on the syrians still feel battered or even those who managed to escape their countries have been truly unable to escape the world. Or come back youre watching the news hour on aljazeera a reminder of our top stories the night it sees has presented what it calls undeniable evidence that he won is violating u. N. Resolutions and supplying weapons to hoofy fighters in yemen tehran calls the allegations unfounded and irresponsible the Syrian Government and the opposition are blaming each other after the eighth round of talks in geneva aimed at ending the war ended without progress the u. N. Special envoy for syria called it a missed opportunity and Net Neutrality rules protecting open Internet Access have been repealed by the u. S. Government that changes could mean large corporations can pay Internet Service providers to prioritize their websites and even block their compare says while for more on this lets speak to our best so far khan who is with the electronic found Tia Foundation an International Nonprofit digital rice course is via skype from los angeles thank you so much for being with us some say that ending Net Neutrality is class warfare do you agree with that who is going to be affected the most you think who benefits the most from this is shit. Well definitely the parties who benefit the most are the the Large National of vertically integrated into certain providers so were talking about the multibillion Dollar Companies of comcast rise in one thousand nine hundred of the parties youre going to lose are their competitors in terms of the small and its providers as well any new or start of Internet Company who can afford to participate the internet economy on a pay to play basis so i think characterization is accurate it is going to be the small player that suffers the most for our International Audience and s. So this is it in the United States but does it matter to people in Europe Africa or asia how does it affect Internet Users around the world well historically United States has held it so its open internet advocacy and sharks are as as on the diplomatic front you know when it already has other countries to open up their networks no but if their Communications Platform so all users we usually hold ourselves out as the model worse rendering of a pretty critical part of that argument on the on the diplomatic front and i think that undermines our message so what are the options now then for people who believe that Net Neutrality removes protection for consumers and doesnt help Small Companies as you say can they do something about this whole as a fight pretty much over now. Not quite the opposite actually the fight it weve got is just begun i mean we have has had an f. C. C. That fokker Net Neutrality for decades so this is the day one of the next to see a banding that role. The next steps are going to be congress is going to work you know many members of congress dont like whats happening here so the will vote on reversing this is the next year theres a Court Challenge that will be coming up and that will work in sort of the federal judiciary system over the next year maybe right into the two thousand nine hundred and a number of states will begin acting on on kind of protecting their their consumers from kind of the excesses of our day cities thank you very much for speaking to us m. S. O. Falchion with the Electronic Frontier foundation joining us from los angeles thank you for your time we appreciate it anytime thank you for at least one thousand running and muslims have died or been cancer between august and september thats according to Doctors Without Borders of the six thousand seven hundred of them were killed during the violent military crackdown in Rakhine State but myanmars government insists availe figure is much lower at just four hundred on the job john expats Doctors Without Borders estimate that nine thousand roll hinges died in the month that followed the start of the military crackdown in me and more which began in late august most of the rohinton who died were killed violence. The estimate contrasts sharply with me and mars government total it said four hundred refugees were killed that month. Doctors without borders says their estimate is conservative and the actual total is likely to be far higher we have published the most conservative figure we had its. And if you look at the surf a. V. Did its the interview with more than Twelve Thousand people which were randomly sampled from a fellatio of six out of thousands we have heard stories of complete families which were killed so the belief that yes this number is about the belief is the lower range and our saying its actually higher in reality the Doctors Without Borders report states that at least nine thousand rohinton died mostly violently in iraq and state between august twenty fifth and september twenty fourth some of these atrocities according to the refugees we talked to are commits its by military by police by local military forces and culmination of that will and we still talk to people who have just arrived in the last few weeks who are still tilting abouts firelands which affected them in the last two weeks so this is only going at least six hundred twenty thousand row him to refugees fled to bangladesh from Rakhine State since fighting started between me and more Government Security forces and rohinton gunman on august twenty fifth. Army commanders in me and maher say troops responded to coordinated attacks on border posts by a rebel armed group theyve consistently maintained no what trost of these were committed the u. N. Research by Doctors Without Borders also reveals at least seven hundred thirty roll him to children below the age of five years old were violently killed in that first month. Be seeing these numbers are staggering even doing and helps are afraid it will spark off in general helps or if a member if the realized what the findings were they simply couldnt sit on this information while me and more in bangladesh signed an agreement last month for the return of hundreds of thousands of ro him to refugees few details of the deal have been revealed.
