This is the news hour live from coming up the next sixty minutes fighting in syria as another round of talks to end almost seven years of war. The killing of children and Doctors Without Borders they were among almost seven thousand victims and. South koreas president makes his first visit to china. North korea over its nuclear test. Top story in sport. One of the biggest prizes american football. A short break. Both the government and opposition are present and juta meet un special envoys to find them a story hes urging russia to convince the Syrian Government there is no time to lose on reaching a peace deal speaking through a Swiss Television channel and the story said failure to end the war quickly could lead to a fragmentation of syria. Our correspondent David Chaytor is in geneva joins us live from there so another day another round are they making any progress though david. Sami im afraid to say that the socalled Peace Process is fully again on rocky ground the sides have not even been in proximity let alone around the same table im standing outside the hotel where the Syrian Opposition delegation are staying and the sense there the atmosphere inside that hotel when i was there was palpable they are desperate to find some sort of peace deal they are desperate to try and stop the suffering of their people in this war youre right to say there is a fragmentation there the bonds are still falling children are dying people are under siege it is an extraordinary situation that the United Nations at least are trying for a Peace Process but it seems far further away than ever lets see exactly whats been happening. Its the eighth round of negotiations of the syrian delegations have still not met face to face at the same table after nearly seven years of war and deaths numbered in the hundreds of thousands of peace appears no closer to the Syrian Governments team of negotiators in geneva refused to go into direct talks while the opposition is calling for a syria without president bashar al assad. The bombs are still falling on the besieged damascus suburb of eastern goten its a socalled deescalation zone held by rebels four hundred thousand civilians are trapped beneath the bombardment the United Nations say theyre facing a complete catastrophe. Syrias opposition arranged to skype call to a mother and her children inside the enclave with delegates from press in the swiss capital on wednesday. The video link was far from perfect so the message was powerful and. Its unfair and unjust for us to have to store once instead of bread we beg you to break to see. If i look through the window and i see the bombings in front of me i see the fire that is being showered down. What a disappointment what frustration what a shock what a tragedy what a catastrophe were living today in the twenty First Century i asked the family if they had a message for the delegates in geneva and the outside world. We are calling for peace but we will not concede we will not give up the sacrifices we have made with the blood of our martyrs the russian president Vladimir Putin announced Mission Accomplished in syria this week and the partial withdrawal of his troops but millions of refugees cannot think of returning to a country whose government is starving its own children to death. And as you said in your call that putin has declared Mission Accomplished how is that impacting the diplomatic process. Thats a terrible phrase Mission Accomplished it was the phrase that was used by president bush and then we saw iraq descend into absolute chaos and is still in the middle of that. As far as the russians are concerned but the assad family other oldest allies in the middle east now what russia is doing is achieving its aim and that aim is not particularly peace theyve got. Ports taught to switch theyve now got expanded Naval Military presence that theyve got a military base is only going to be a partial withdrawal of the troops the russian aim has always been clear the vacuum left by president obama which is being compounded by president chance decision to move the American Embassy. To jerusalem to recognize it is the capital of israel that means that the whole area is now open for russian influence and thats exactly what the aim is they have decided that they will try and start to get hold of the Peace Process attempts to move some of the discussions to the black sea resort of russia and this means that they have been prosecuting what was a very vicious war helping to maintain the stability and the grip on power of bashar assad but essentially they are going to help prosecute parties and peace they have no intention of course. Some of the most experienced Foreign Ministers weve seen so far long experience of the middle east they intend to take a hold of the United Nations socalled Peace Process and that means that in the end the delegation at the hotel behind me the opposition delegation will continue to watch in despair as the problems the russian bombs keep forwarding the barrel bombs by the regime and the jet fighters bombing the enclave of growth will continue and that is just extraordinary it is amazing the emotions that we saw yesterday when we had that that link with the family there what can the world do this is under the control of the kremlin not of the United Nations not of the United States its russia that is dictating this war and its also russia intends to dictate the peace doesnt leave it there for now but thanks so much David Chaytor. Now the medical aid group Doctors Without Borders estimates that at least six thousand seven hundred go were killed in million man the month following the military crackdown which started in august that sin contrast to figures released by me in mans government it says only four hundred. Were killed the aid groups estimate is based on the accounts of some of the six hundred forty six thousand survivors sheltering in refugee camps in bangladesh it says seven hundred thirty Muslim Children were among those killed speak to carlie encourage earn amsterdam she is an emergency coordinator of Doctors Without Borders good to have you with us so i mean first of all the numbers six thousand seven hundred thats just for one month was collected of course only from people who survived and made it to bangladesh is it fair to assume then that the real number especially the total number is far far much higher than that yes we have published a most conservative figure we had. And if you look at the surf a video it be interviewed more than Twelve Thousand people which were randomly sampled from a population of six hundred thousand we could not interview those households beachheads no surf i think adults we could not interview to families which totally didnt make it to bangladesh because we have heard stories of complete families which were killed so we believe that yes this number is what we believe is the lower range and our think its actually higher in reality now according to what youve been able to document who has been named by survivors as having committed these atrocities are most of the victims victims of mobs Buddhist Monks or Security Forces as part of a sort of organized campaign. Yeah but we hear from the from the people who talked to us for we had from the patients retreated from their injuries is that its a combination some of these atrocities according to the refugees we talked to were committed by military by police by local military forces and combination of dental and we still talk to people who have just arrived in the last few weeks who are still tilting about which affected them in the last two weeks so this is only going not maybe on the same scale but we still hear reports of firelands that leads us nicely to my next question which is going to be does it look like when you look at the timeline and the numbers of people being killed does it look like this campaign of killing ring of muslims is is ending or at least subsiding at all yeah the reason why we use this moment is that if you look at the data there is a very clear extreme peak in the very first week after the twenty fifth of august and then what you see the mortality rates in that first months are twelve times higher than in the period before the twenty fifth of august and also if you look after the twenty fifth of september the mortality figures the number of people dying has reduced significantly but keep in mind these are people who are talking to us were already in the bangladesh camp so actually the mortalities after they arrived in the camps are lower aufidius lead then the mortality rates of the people who are at this moment in myanmar which we do not have access to curacao another point i wonder when organizations like yours collect this sort of documentation or of evidence do you share will you be sharing your findings with any International Bodies to try and further action on accountability. Yes i mean these seeing these numbers are staggering even doing it helps or if a this will spark off a General Health survey and then before the realized what the finding spare they simply couldnt sit on this information now what were doing is we making this information public the reports where this press release is based on our only m. S. F. Websites already accessible to anybody all the data we have collected is accessible to governments to International Organisations to journalists all right thanks so much for coming to talk to us now south koreas president jane is making his first visit to china for a bilateral summit president xi jinping the Nuclear Missile threat from north korea will be high on the agenda during that visit when jay is also looking to improve the pairs relationship after china was angered by the u. S. Sending a Missile Defense system to south korea and i drove brown joins us now live from beijing so i just have to look at the difference in the reception party. Compared to what the u. S. President got i guess to get an idea of how difficult these talks might be going right now. Youre absolutely right sammy the reception for president moon was pretty low key given the reception the president front receive exactly five weeks ago it wasnt diffusive in any way at all i think the chinese have extended a polite reception but theyve done just enough to ensure that south korean face remains intact so i think the strains are clearly evident and they were evident today i think that this is a relationship thats going through a very difficult period right now its going to not be a very easy visit for the south korean president here on his first visit as head of state of south korea theres going to be for instance no joint statement at the end of their bilateral talks the bilateral talks with president xi jinping no joint appearance before the press so that suggests that there is still a possible diplomatic impasse between these two countries on the plus side the two countries have signed a memorandum of understanding to expand trade between these two countries they have already a free trade pact now the idea in theory is to expand on that remember for the past few months chinas been imposing quite punitive economic sanctions against south korea and south Korean Companies are really found themselves frozen out of this very important market because of course china is south koreas most important trading partner and many of the Business Executives traveling with president moon want things to get back to the way they were that is happening but its i was sorry we lost the connection there with adrian brown but we do have caffeine novak live for us and she joins us from the south korean capital in cells are kathy how is this visit going down with the public there and sell. Well if i can pick up on what adrian was talking about there this is an opportunity to mend fences the relationship has as agent was saying been strained in recent times and going into the summit president said that he wishes to solidify the foundation for a new era in the relationship between the two countries based on trust and friendship so that is the hope but unfortunately for both sides what is getting a bit of Media Attention here in south korea is a scuffle that broke out between Chinese Security and journalists traveling from south korea with the president mungy and this happened before the summit meeting between president xi and president moon president moon was attending a trade event and some photographers apparently tried to follow the president and were stopped by Chinese Security and according to the media traveling there the scuffle broke out some of the video that came out from there seem to show one of the journalists being thrown to the ground by unidentified security and being kidnapped and were told that he ultimately needed hospital treatment so this is not at all what either president would want the media to be focused on it seems to be another example of this relationship that continues to be strained but president moon certainly wants to repair the relationship because as adrian mentions it is a very important economic relationship china south koreas most important trading partner and of course these two countries have to Work Together on the issue of north korea they differ somewhat in terms of approach china would like to see more talks would like to see south korea and the u. S. Scaling back on military exercises whereas south korea wants china to impose more sanctions on north korea but where they can both agree these two countries that share a border with north korea is that neither one of them want to see another. War on the Korean Peninsula china does not want to see a war that would result in refugees flooding across the border into china and president mugabe and has vehemently repeated that he does not want to see another war here on the Korean Peninsula so this is a common goal and this is something that will feature high in these talks as well as weve been discussing is the issue of trade all right well leave it there kathy novak. Plenty more still ahead on the including the challenges on the ground that could cripple decision to move the u. S. Embassy to jerusalem. Conservative m. P. s and the u. K. Prime minister a defeat that promises to make. Even more complicated and in sports cricket officials play down allegations of spot fixing. Issues series. Russias president Vladimir Putin is holding his annual press conference in moscow every year putin and says dozens of questions from journalists on issues ranging from International Relations the National Economy the war with ukraine so your guy goes joins us live from moscow now so what is he expected to say this. Well given that it is his thirteenth. Press conference of this length hes expected to take up most of the afternoon asking all these questions and of course it is being seen as being particularly significant because it is just months away from when the next president ial elections are due to take place and a few days ago he announced his candidacy not to with the formal party as such but he said hes welcome for any Political Support so in this hes expected certainly so far hes focused on domestic issues as well a source of real issues for the the russian journalists whove been attending there as well and he began the press conference with a little bit of. Of a sort of teaser as it were he came in a bearing a stack of papers saying that it was just some material on the economy that he was going to be going through but in it he said well the mysteriously he contained some information which he considers to be very important so thereby giving throwing certainly the journalists there on the floor a bone as it were to try and get him to ask exactly what it is that he thinks is important but with these issues as well of course the president ial elections and of course the questions surrounding how those are going to be conductors are also going to be in the in the for there as well and certainly as far as mr putin is concerned he is concerned with mainly being seen for this election to be seen as legitimate as possible for there to be as little corruption as possible certainly that is the message that hes going to try and get out there and certainly hes going to be questioned on those by those who would not necessarily support his views or a go a few more hours i think to go votes resort check in with you later on thanks so much for now sonia. Britains brags that negotiations are expected to be further complicated by a rebellion within the Prime Ministers own party in a vote in Parliament Eleven pro european conservative m. P. s sided with the opposition the defeat by four votes means a parliamentary vote will be needed to approve britains final deal to leave the European Union to resume a promise what she called a meaningful vote on breaks that for the pows making it binding. Ever since the results of britains brags that referendum france has been competing with other European Countries to welcome companies that plan to relocate from london so far paris is lagging behind germany in attracting big banks france has become a main destination from crop unearths looking to leave britain. Explains. At this new center for Tech Startups in paris shout cardoso gets down to business with his team your nine entrepreneur plan to base his latest venture in london but after britain voted to leave the European Union he moved to france when we went away and could really feel on our skin the brags that environment then started here on the rules it became obvious to us that it could not be the tries we knew to be in coaching and all here are called station f. This is the biggest tech startup pub in the world its part of frances drive for paris to replace london as europes business and Financial Capital after breaks it the governments already cut taxes for high income earners and loosened the rigid work laws and in july paris officials also stepped up their campaign was over to insist is disappointed by brick said id like to say to you that we are ready to roll out the read white and blue kaput welcome back to europe welcome back to the paris region the french push for paris seems to be working more than thirty companies have already relocated from london to the french capital and there was celebrations in november when the european banking or thirty announced that it would place its headquarters here but some experts warn their friends could have more to lose than to gain from britain leaving the e. U. Those here say briggs it will have a negative impact on frances economy im afraid it is a bad thing our first customer for france is the u. K. We actually have a twelve billion pounds positive balance between the two countries. So anything which would impact the economy in the u. K. Would impact away the me. Is a new france for many bosses choosing paris isnt only about breaks it its also about frances new president who sees innovation as the key to Economic Growth mark or has done a revolution and its a Software Solution but hes clearly engaged in a very very crude way for falls its still more than one year until britain officially exits the e. U. But the uncertainty of what will happen after is likely to see more businesses like this across the English ChannelNatasha Butler aljazeera paris israels Prime MinisterBinyamin Netanyahu has rejected a declaration by Muslim Leaders that East Jerusalem is the capital of palestine was then leaders met in istanbul and cold on the world to follow in the footsteps and reject the us Jerusalem Move from mr netanyahu says unimpressed by the stumble declaration. It would be best for the palestinians to recognize reality and act for the sake of peace and not for the sake of extremism and to recognize another fact when it comes to jerusalem not just that it is the capital of israel we also preserve freedom of worship in jerusalem for all religions and we are the ones who preserve the safeguard in the middle east in a manner that no one else preserves it and which others have also failed sometimes miserably therefore all of these declarations do not impress us the truth will come out and many countries will yet recognize drew islam as the capital of israel and move their embassies. And while the u. S. Has insisted it supports a two state solution i will continue to work as a mediator in these friday palestinian conflict. As you all well know the president is committed to this Peace Process as committed as he has ever been and that has not changed that type of rhetoric that we heard has prevented peace in the past and its not necessarily surprising to us that those types of things would be said we remain hard at work in putting together our plan we believe that that will benefit both the israeli and the palestinian people. President trance decision to relocate the American Embassy from tel aviv to jerusalem is without precedent as alan fischer reports from west jerusalem the latest u. S. Plan might also face difficulties on the ground i it is no more than a barren piece of land in west jerusalem but this could be the site of the controversial new American Embassy it was earmarked in the last days of the Reagan Administration and one thousand nine year lease was signed for rent of one dollar a year under the last few days what has been going on here for the americans insist this is not guaranteed to be the home of the controversial embassy. Since the u. S. Embassy bombings in east africa in one thousand nine hundred eighty the security rules for u. S. Embassies can be placed of changed significantly if this was to be the site in jerusalem roads would have to be closed or diverted parks would have to because other lines would have to be acquired making other sites potentially much more attractive. Then there is the difficult question of ownership several palestinian families say the land of west or islam is theirs they have the documents to prove it and they still hope they will get it back the politely refused their requests to speak on camera one expert says the u. S. Simply doesnt care about legalities i dont know if they are looking for a right or not. Its a pole. And they dont care if they have the right that day and if its illegal or not legal i dont think they are because what they are doing here is. The u. S. Has a significant presence in jerusalem already it has a large modern administrative building high on a hill in west jerusalem and theres the existing consulate itself also in west jerusalem either could simply be renamed as an embassy but it seems the u. S. Is reluctant to do that a coup pieing land or confiscating land has been ongoing but now by the americans they come here to tell you i would confiscate iron to. To make thoughtful in other words or you dont to have to do this is the end this is the the humanization. State Department Says it could take years for a final say to be identified for want to start for america to open its embassy plodding through the objection of many across the world and here to alan fischer ill just you know. How mass one of the main palestinian factions is marking thirty years since its establishment the palestinian Political Party with an armed wing was formed in response was rails illegal occupation of west bank in the gaza strip thousands have gathered at a rally in gaza city to mark the occasion speak live now to Bernard Smith whos in gaza for us so how the rallies shaping up there. Well some of the Senior Leadership of gaza says hamas in gaza still arriving a smile here amongst the soccer leadership is due here shortly either about there are tens of thousands of people here it comes at a very significant time this thirtieth anniversary celebration is of course just a week after dawn from recognized jerusalem as israels capital and hamas has taken that opportunity to remind its supporters that it was always opposed to the oslo accords those accords that between israel and the Palestinian Liberation Organization that led to the establishment of the palestinian or morrissey has reminded its supporters that in opposing it its criticized the leadership but getting them for not getting them anywhere are allowing a fact if we try to do this and its been sort of encourage their supporters really because while many people criticize hamas particularly in gaza for not really effectively governing this strip of land it still commands a lot of respect as a Resistance Movement and is still a Resistance Movement against israels occupation and this is the only part of the palestinian territories incidentally where hamas can have a rally course over in the west bank its not allowed and there are a series of arrests overnight by israeli Security Forces of hamas leaders in the west bank so over there a totally different story for us right Bernard Smith that is for that. Medical volunteer group Doctors Without Borders says more than six thousand seven hundred rohingya were killed in the first month after violence broke out near the groups number is based on a survey done among survivors of the violence there. An official figure is only four hundred the Nuclear Missile threat from north korea is high on the agenda as the president of south korea makes his first visit to china. Is also looking to improve relations after china was angered by the u. S. Sending a Missile Defense system to sort of south korea. The number of People Killed by stepping on a landmine is the highest recorded since a world wide band started eighteen years ago the International Campaign to ban land mines recorded eight thousand six hundred five deaths and injuries last year Seventy Eight percent of the victims were civilian the rising casualties is blamed on fighting in afghanistan libya ukraine and yemen mine clearance work is increasing though two hundred thirty two thousand were destroyed in two thousand and sixteen but they continue to be planted in defiance of the treaty ban signed by one hundred sixty three countries the weapons walcheren Group Says Government forces may in mind syria use landmines in the past year lauren percy is the victim assistance cord a native of the land mine and cluster munitions monitor he joins us now from belgrade good to have you with us so recorded casualties of landmines are high again this year there were higher think they were recalled last year is that because there are more casualties of landmines or because were Getting Better at recording them. Its certainly the case that there are more casualties in these past two years of recording two thousand and fifteen two thousand and sixteen clearly saw increases disturbing increases and tragic loss of life from land mines in those countries in conflict that you mentioned casually recalling has improved though what that means is that although these have been years with the highest numbers of recorded carriage of these scenes early on in the mind since one thousand nine hundred nine in nineteen ninety nine there were estimated to have been many more casualties than were accorded up to twenty or more thousand casualties every year so we still see this treaty as being a success and a lifes a success something i guess which has changed in the last few years youve got more nonstate actors in conflict in places like syria and libya than you used to have when those places had more of a Central Government my question is what signing up more states then is that really the solution signing up more states or landmine treaties help if youve got more nonstate actors who are not bound by those treaties. But signing up more states to the convention has an enormous impact. Not only on the states themselves that sign and then giving up the weapons and destroying the stockpiles of landmines but also states which have not joined the treaty and we see basically compliance with the principles of the treaty across the board apart from those couple of states. In the last reporting period syria and which used mines not of the states even those outside the military used mines but also amongst nonstate groups the stigma of using mines which in. Civilians so significantly is growing so joint states joining the treaty is a significant move and were very happy to hear just yesterday that sri lanka has joined the mine ban treaty making one hundred sixty three States Parties already the majority of the world theres a definitely some good news in those numbers and reports thanks so much lauren percy. Now to the seemingly never ending debate and little Political Action under strict gun ownership in the us its five years since the Sandy Hook School shooting killed twenty children. And since then theres been a long list of similar shootings reports. Just what is the National Rifle association saying here they use their media to assassinate news they use their schools to teach children that their president is another hitler used their movie stars and singers and comedy shows an award shows to repeat their narrative over and over again to many it seemed like a cool for violence civil war or perhaps it was a sign that the n. R. A. Was worried about historical trends and tell the truth more guns are purchased often during democratic ministrations. Under president obama under President Trump gun manufacturers have reported large drops in revenues you are the true friends in the white house so although that may be so. Presidency has been bad for business which may explain the n. R. A. Switch from gun advocacy to a far right wing agitator but this is ministration and congress are potentially good for the n. R. A. Legislative goals its already spent more this year than it did in all of twenty sixteen lobbying congress some four point one Million Dollars its key aims are to convince legislators to deregulate the sale of silences and make sure all states recognize each others concealed carry licenses the right of a gun owner to carry their weapon covertly in public but the n. R. A. Faces a complex demographic challenge the polls show consistent majorities for gun control and Safety Measures nonetheless gun ownership has held steady for years at around a quarter of adults. Its young people who are a particular challenge for the n. R. A. All of the polls show. Concealed weapons and assault weapons sales their least likely to own a gun they support sales restrictions and National Gun Registry and have the least regard for the n. R. A. Have different beliefs about guns and have often been the case theyve lived in a world with concealed carry for their base in their entire life throughout most of the nation and they also live in a world with a lot of Mass Shootings defining guns rather than violence relate to the inner cities as we talked a lot about in the eightys and the early ninetys. However appears to have decided its best course is to appeal to the extreme right wing nationalistic and socially conservative impulses all people gun Safety Advocates hope this is precisely the wrong strategy to win over a new generation of gun owners.
