The track record of the United States and syria in the last six seven years is that it has not consistently done anything really well it keeps changing its policies a little bit here and there and sometimes dropping them we had a change in president ial leadership and policies adjusted a little bit that we have problems now with trump says something and then the state department of the fence Department Says Something Else so its hard to tell what the United States is going to do the what we know is that theyve gradually pulled out of the driver seat or they never really were in the drivers seat but they were hoping to drive events in syria about five six years ago and and now they have relinquished that to the russians they have a link with the kurdish groups in Northern Syria theyd like to keep that link its one of the few bits of leverage they have but its still not clear what theyre going to do with the track record that they have of recent years suggest that theyre probably going to gradually let the Syrian People to the extent that they can but more the russians the iranians and the turks define the future of syria has of course been sort of u. Uncertainty inconsistency theres also been turkeys priority and syria changing from supporting the opposition to trying to curb kurdish advances how detrimental has all of this been you know the change in the turkish position the u. Well the opposition was never unified ever in the first place you had the isis group you had the National Group the coddling people you had a sham another group and then dozens and dozens of smaller islamist militant groups and other secular nationalist syrian Opposition Groups they never ever were together and one group even the. Jihad the ones were never unified and this is now even worse than ever because the americans have stopped supporting most of them and the gulf support has done a lot and the turks are supporting only the people that they want to keep the kurds out of Northern Syria or at least keep them away from turkey as much as possible so the opposition doesnt really exist as a as a clear unified military force on the ground there are pockets of resistance there are pockets of well organized people here and there in different parts of syria but the russian iranian syrian hezbollah. Combination is gradually squeezing them and slowly as the Syrian Government writ regains control over land which is doing but more importantly over resources like water minerals and oil then the government will have a lot more power to bargain with people on the ground and reach some kind of accommodation so the opposition is pretty much. On its way out as far as we can tell now so how then does that bode for the next round of geneva talks with the opposition and the state that its in and the Syrian Government once again as weve seen in the past before negotiations attacking the opposition flagrantly violating these deescalation zones in eastern guta. The dilemma of the political and the moral dilemma is that the people who have used brute force have essentially come out on top in syria this often happens in military conflict specially when you have foreign powers who come in to help the local autocratic regime and theyve used tremendous force the russians and the Syrian Government and others against Opposition Groups and against civilians in syria so theyve retained the incumbency of the assad regime but syria is a country is shattered and its almost never going to go back to its certainly never going to go back to its old shape what it means in the short run is that the International Community doesnt exist as a credible integrated force that can check this kind of brutal military warfare in the service of political gains and if the regime and the people in syria get away with it then this will happen in other countries as well so this bodes very badly for the opposition and very badly for the syrian civilians as a whole unless there is a genuine transition in the governance system of syria that allows the majority of syrians to shape their own destiny theres an attempt to do that and the geneva talks theres no sign that any progress is being made and there are more signs that the russians are now going to launch their own process in sochi next month of january probably to create a what they call the Syrian National congress where they will essentially try to take over what geneva was supposed to do which is come up with a new constitution a new government system and eventually lead to calm and a system of government that everybody in syria can agree on the chances of that happening with credible syrian Opposition Groups is very slim so its more likely that this will be pretty much imposed.
