First of all thank you very much for having me if i may i would like to make clear that i am speaking on my own behalf and not representing the views of my institutions Yale University school of medicine or Yale Department of psychiatry now to answer your question as for the diagnosis no all authors were asked to keep with what is called the goldwater rule which prohibits Mental Health expert from making a diagnosis of a public figure without having examined them personally and have gotten their consent to do so what we are doing here is assessing dangerousness dangerousness is different from diagnosis you dont need to have all the information to be able to assess dangerousness. It is about the situation rather than the individual it is about basically. The person and the influence they have and the access to weapons that they have and we have while were not making a diagnosis we all agree that we have seen enough to be very concerned that the person appointed to protect the health and safety of the public is actually a threat to those things ok so as you say you cant make an official diagnosis because presumably none of you have had a face to face meeting with President Trump to bill to do that so what can you do because i know youve made specific recommendations as to how to go forward basically. So were back basically acting on another ethical rule called the duty to warn and it can go further to the duty to protect it is essentially if someone is a danger to others or the public we have a positive duty to warn and can be legally held liable if we do not do so and in an emergency situations it can also extend to persons we have not had relationships with basically it is in order to safeguard. The safety and survival of forgive me for interrupting you one of the recommendations you make is to effectively request an emergency evaluation is that is that correct and is that legally possible in the us. Exactly in in any other situation. Mental Health Professionals are often called upon to respond to emergency situations we have legal authorization and all fifty states to incapacitate an individual if necessary. Remove them from access to weapons and then what that calls for is full evaluation which might then include diagnosis when we are calling for a full evaluation i mean obviously this is pretty incendiary stuff especially for the people who support donald trump and voted for him and you know kind of find his ways an orthodox but perhaps a Welcome Change i mean ultimately what would you have to do what permissions would you need to get from from authorities to be able to go ahead with this emergency evaluation. Obviously this is a situation we have not encountered before. Essentially theres nothing to exclude the president from. The actions that we would normally take with legal authorization but given that it is the president we are trying our best to inform the public of the danger who may not be aware of the seriousness of the situation and calling on lawmakers to provide for official means for. To allow for an emergency evaluation that is such as through a commission that would help form a separate and independent expert panel who can also recommend the types of evaluations and records that would would help give us a fuller assessment well it certainly sounds like an interesting if the law if very divisive idea for a book friends except i trust dr.
