CHICAGO — Elizabeth Shelby had her inauguration outfit planned weeks in advance: blue jeans, a Kamala Harris sweatshirt, a green coat, and pink Chuck Taylors as an homage to her sorority’s colors and Vice President Harris’ signature shoe.
