After decades, Pasadena on cusp of buying and selling Caltrans-held homes; but first it needs a broker

The city of Pasadena is preparing to buy and resell more than a dozen vacant homes owned by Caltrans. On Monday, the City Council will hear from city staff on identifying which properties the city would buy, and leaders could approve the brokers who would then re-sell them.
