A northwestern Ontario council is appointing mayor and deputy mayor replacements. Is that allowed?

The Township of Ignace, Ont., lost two of its five council members in April, with the resignations of the mayor and deputy mayor. As an investigation into the circumstances of their departure is underway, the remaining councillors have opted to appoint their replacements instead of holding a byelection. Here's why.
