MEMPHIS, Tenn. — A portion of $2-million could soon be returned to some Shelby County residents soon.   
General Sessions Court Clerk Joe Brown gave the excess money to county commissioners saying that it should be returned to citizens.
The money is part of the nearly $13 million the court found in December.
Brown said the majority of the money are from payments going back as far as 2002 made to General Sessions from the state of Tennessee for processing mental health cases.
