$4 billion housing bill worries some local officials, is a 'necessity' others say

The proposal, according to testimony heard by the Joint Committee on Bonding, Capital Expenditures and State Assets on Tuesday, would allow for the creation of 40,000 new homes and the rehabilitation of 12,000 more. The state needs 200,000 housing units to meet demand.
