In December of 2013, the Washington County Utah County Commission formally requested that the Bureau of Land Management initiate the process for a land swap of 1,200 acres inside the designated OHV area on Sand Mountain for a residential development..

The Current Bureau of Land Management (BLM) Resources Management Plan (RMP) for the St.
George Field Office specifically sets aside the Sand Mountain Special Recreation Management Area (SRMA) in 1999.
In that plan, it clearly designates the entire area as “Open” OHV operation..

In the RMP, section RC-20 para.
E, states: “Generally lands within this SRMA not already identified in this Plan for disposal or included in current exchange agreements will be maintained in public ownership to provide long-term stability for user groups such as the OHV community who, as a result of urbanization and land use restrictions, have lost much of their traditional open use areas.”.

The RMP has been amended on four occasions to address new issues or to expand on topics previously addressed in the 1999 publication.
None of the four amendments have changed the Sand Mountain SRMA..

As a result of the “Ombibus Public Land Management Act” in 2009, another amendment to the RMP is in the process, scheduled to be published at the end of 2016.
It was announced in the Federal Register, Volume 75, No 89.
