Detailed description is VDART, Inc. is the umbrella non-profit organization developing and supporting a Network of Disaster Animal Response Teams across Vermont VDART has a Memorandum-of-Understanding (MOU) with the VT Agency of Agriculture, Food and Markets (VAAFM) to assist the Agency with its responsibility for implementing State Support Function 11 (SSF 11) & the Animal Disaster Emergency Plan (ADEP) of the State Emergency Operations Plan (SEOP) pertaining to Animals during Disasters – in keeping with the Federal PETS Act. This MOU helps define our mission, relationships, privileges and responsibilities. VDART also has an MOU with the Vermont & New Hampshire Upper Valley American Red Cross, its primary service partner.. . The VDART Board of Directors has determined that its mission is best accomplished by primarily providing support to developing a State-Wide Network system of Regional Operating - Response DARTs rather than as a direct response organization itself. The Upper Valley DART became the first formally Chartered member of the VDART Network by action of the VDART Board on June 7, 2013. . . VDART can provide assistance to developing regional response DARTs through: Planning, Development and Coordination support. This may include Technical Assistance with: Bylaws, Incorporation, becoming Chartered or Affiliated by VDART, Team Structure, Budgeting, Emergency Operations Plans, etc. VDART may also provide continued Operational support through “back-office” administration such as: Accounting (with full Fund Accounting), Bank Accounts, Bill Paying - Check Writing, Record Keeping, Reporting (IRS 990 Form), Insurance Cooperative Purchasing, etc. VDART may also offer: Training, Equipment, Credentialing, Personnel Consultation, Logistical Support, Grant Writing assistance, Public Awareness and Resource Information.
