In 1961, when I was 2 years old, my family moved from Lynchburg to Winchester.
I attended elementary school at the “original” John Kerr on the corner of Cameron and Cork Streets where I met a young woman named Emily Potts who was my 2nd and 3rd grade teacher.
I attended high school at Randolph Macon Academy and during summer breaks worked for Dave Holiday Construction building homes in the Stonebrook community.
Upon graduation, I knew that I was not ready for college, so I enlisted in the US Navy where I served in the Navy’s elite construction unit known as the SeaBees.
I spent 8 years in the Navy as an Engineering Aide; performing surveying, soils testing and design, and construction management.
While in our Homeport of Gulfport, MS I met my lovely wife and best friend Lisha at a church function and we wed in 1983.

Upon completion of my Navy enlistment, I used the GI Bill to attend Virginia Tech where I earned a Bachelor’s degree and later a Master’s degrees in Civil Engineering while working full time.
As a part of my education at VA Tech, I learned that leadership requires action, and I had the initiative to lead.
I became involved with the American Consulting Engineer’s Council, an organization that represents the business interest of over 6000 engineering firms nationwide, and eventually became the chairman of their Transportation Committee for 3 years.
In this role I was invited to give testimony before the US Senate on three occasions and the US House of Representatives on one occasion.
I was also invited to US Dept.
of Transportation headquarters twice to meet with the Secretary of Transportation in high level discussions about the future of transportation in the US.
This was an amazing experience!.

In 2002, we moved back to Frederick County with our 3 children to be close to my aging parents.
Shortly thereafter I began Stowe Engineering a form that continues to work closely with local governments and businesses on infrastructure and economic development projects.
I also became involved with the Top of Virginia Chamber of Commerce and in 2009 served as Chairman of the Board, representing the business interest of 900 local businesses.
That year, I led the organization to finish in the black for the first time in 5 years, and to bring in 175 new members..

I have always had a strong interest in our local history since finding civil war bullets in my own back yard while tilling my mother’s garden, so I became a board member of the Cedar Creek Battlefield Foundation where I served as the organizations President for four years.
The highlight of this experience was serving as President during the 150th Anniversary of the Battle of Cedar Creek, an event that drew an estimated 10,000 people to Frederick County.
A special part of my role that year was working with the leadership of Belle Grove to reestablish a symbiotic relationship that had been absent for many years.

I have now refocused my civic efforts towards a far more menacing issue - heroin.
After seeing the loss of life and devastation that addiction caused in families we knew, I could not help but get involved.
Lisha and I are supporters of Teen Challenge, a faith based addiction recovery ministry that has existed in the US for over 50 years and has been in the Shenandoah Valley for more than 10 years.
Teen Challenge’s goal is simple - to rid the Shenandoah Valley of addiction.
I work closely with them to plan events, raise funds, and provide general business council.
