Hoje, e de forma crescente, os desafios colocados a todos os agentes culturais de cada território são mais numerosos e plurais, obrigando a uma atuação mais pensada, planeada e adequada à realidade em que se desenvolve. . Este processo, fundamental para que uma política de desenvolvimento cultural e artístico possa ser levada a cabo com sucesso, constitui a base de qualquer política cultural.
