Costs are a common excuse, even in Anne Arundel County, which has a public school budget of more than $1.1 billion a year and has twice been provided funds to purchase transportation routing software to optimize its bus stops and schedules. (Since the software has yet to be used, the county routes its buses by hand based on past practice.) . . There's also community resistance to change due to concerns about afterschool sports and activities, teen jobs and the care teens provide for younger children. . . Because good leadership, money management and communication can address all of those concerns, school districts across America, including in the D.C. region, are slowly moving in the right direction. For instance, in D.C. high schools start at 8:45 a.m. Fairfax County high schools changed to an 8 and 8:10 a.m. start times this year, while Arlington (which has 8:19 a.m. starts) changed 15 years ago. Loudoun County’s high schools begin at 9 a.m. And yes, afterschool sports and clubs continue to thrive in these later starting school systems.. . On April 26, 2016 HB 39, Orange Ribbon Bill was signed into law. The law seeks to catch some flies with honey by establishing a voluntary, no-cost Orange Ribbon designation program to celebrate schools that implement healthy start times. In Congress, HR 1306, the "ZZZ's to A's Act," asks that the U.S. Department of Education study the relationship between school start times and adolescent health and academic performance, and then report its findings and recommendations to Congress. Both efforts need more co-sponsors and a vote.. . When Anne Arundel County moves its high school start time to 8:30 a.m. — and ensures healthy, safe and practical school start times for middle and elementary school students as well — it will be the first large district in Maryland to do so. Other districts will surely follow their lead. . . While not all families will benefit equally and immediately from such change, all will benefit from safer and healthier school hours that allow children of all ages to learn and achieve. It's past time for school district leaders in Maryland and throughout the nation to start school later.. .
