In 1969, The City of Rock began convening groups in participation in a Federal program called Model Cities, an initiative serving as an interdisciplinary attack on urban blight and poverty in President Lyndon Johnson's "Great Society" program. The task forces consisted of city and state officials along with community members to devise a comprehensive proposal that would significantly develop the community. A portion of Rock Island’s plan was the construction of a facility to house and provide various programs and services to aid and enhance the community. The proposal was considered one of the two best in the multi-state region and $ 200,000.00 was awarded. $ 340,000.00 provided from a Neighborhood Facilities Grant covered the remaining construction costs and Community Development Block Grant dollars were scheduled to aid in operational expenses. . On March 22, 1975 The Quad City Community gathered at 630 – 9th in St Rock Island to view the dedication of a new multipurpose center to serve as centralized location for various social service programs and organizations. At 10:30 a.m. The Mayor of Rock Island, James Haymaker, cut the ribbon on The Martin Luther King Jr. Community Center. The event recognized the birth of a vital entity of community services for the Quad Cities as well as signifying the culmination of six years of planning and construction.. M.L. Lockhart was chosen for its first Director and the Center began to uphold its mission to promote opportunities for a diverse population through a variety of programs and services. . Since that time, the Center has provided or housed various programs that served the community including: after school programming; workforce development; groups for aging adults; legal assistance; medical services; food cooperatives; summer youth programming; youth drug prevention; computer skills training; special events and festivals; volunteer activities; recreation; and the building is utilized as a public resource for meetings or events. Additionally, King Center staff has been able to engage a variety of partners and participate in various initiatives to effect change in the community, schools, and neighborhoods. The King Center has become an important body and catalyst for positive change in Rock Island and the Quad Cities.. Currently, the King Center operates under the direction of a Board of Directors appointed by the Mayor of Rock Island with the Executive Director ensuring quality all operations and programs. While remaining true to its original mission there is now special emphasis to aiding youth in the community. These services have maintained their importance to the community over the years and their need is particularly poignant considering the difficult economic and academic times.
