He was also appointed as interim Human Resources Director for the Rio Grande Workforce Solutions by the Upper Rio Grande Workforce Board of Directors to conduct an extensive organizational assessment and implement changes identified. He also prides his humble beginnings of public service as Director of San Juan and Ysleta Community Centers, served as an assistant Citywide Center Director and as an El Paso county juvenile probation officer.. . PRIVATE SECTOR: In the private sector, Ricardo served as Interim Operations Director for Serco of Texas, working with a diverse and classified strategic planning team to design the vision for the Texas operations, contributing to the corporation’s goals and best practices. He also served as the Vice President of Human Resources and Organizational Development for 15 years overseeing 2000 employees at GCC of America in Denver, Colorado. He served proactively at GCC and during his tenure the corporation had no formal lawsuits due to fair and just human resource practices. He has various certifications, designations, and recognitions including obtaining a Process Mastery Certification, DISC Assessment Certification, Performance Management Process Top Executive designation (multiple years), and Malcolm Baldridge State Level Winner in New Mexico and Colorado (multiple years). In addition, he has provided Executive Coaching since 1998. He is presently the Community Liaison for GCC after they acquired the Regional operations from CEMEX. . . BI-NATIONAL AND TRI-STATE SECTOR: Ricardo also served as General Manager of Rio Grande Materials, reorganizing the entire regional concrete business and lowering the operating budget by two million dollars. Further, he served as a Human Resources Director in various bi-national facilities during the vigorous maquiladora industry era, reducing staff turnover and providing human resources training and policy restructuring by utilizing labor law guidelines to minimize turnover. In addition, he has served as a clinical therapist in El Paso and Southern New Mexico and served as Liaison between Mental Retardation Centers, state hospitals, and forensic institutions in Big Springs State Hospital, Rusk Texas State Hospital (previously: criminally insane), and La Tuna, New Mexico State Prison.. . FACULTY TEACHING: As Instructor Samaniego, Ricardo has dedicated his education and business experience to serve as faculty at the University of Phoenix.
