This amendment ensures devolution and decentralization of decision-making in urban local matters. However, even 25 years after the promulgation this Constitutional guarantee, successive Karnataka Governments have failed to make urban local self-governance possible in the state. . Over the years, several non-governments, non-profit organizations have petitioned for an amendment to the Karnataka Municipal Corporations Act, 1976 that will ensure the adoption of the 74th Amendment in full spirit, but to no avail. All efforts in this direction have been rendered ineffective by the lack of political will and quality local leadership. . . Nav Bharat is appealing to the Karnataka State Government to set up an expert committee to re-work the conformity legislation for implementing 74th Constitutional Amendment in its true spirit. . . Our suggestions include –. . a. To amend the Karnataka Municipal Corporations Act 1976, towards providing a five-year term to the Mayor and Deputy Mayor. Empowering the offices of Mayor and Deputy Mayor will encourage the emergence of local leadership as well as the accountability of elected representatives. . . b. The state should faithfully delegate the 18 powers mentioned in the 74th Constitutional Amendment to Municipalities in order to ensure sufficient autonomy. . . c. To amend the constitution of Ward Committee and Area Sabha to ensure transparency. . . d. To reconstitute the Metropolitan Planning Committee towards ensuring that elected leaders of urban local bodies have a greater say. This also implies that the Chief Minister should not be the Chairperson of the Metropolitan Planning Committee. . .
