Ankara Eğitim Enstitüsünde okuyan Özsoy, gençlik yıllarında siyasetle tanıştı.. Aktif siyasi hayatı, 1988 Yılında MÇP’de (Milliyetçi Çalışma Partisi) İl Genel Sekreteri olarak başladı. 1989-1994 yılları arasında MÇP 'den İl Genel Meclis üyeliği yaptı. 1992 yılında Büyük Birlik Partisi (BBP)’nin Kahramanmaraş’ta kurucularından oldu. Büyük Birlik Partisi (BBP)’nin 3 yıl Genel İdare Kurulu üyeliğin de bulundu.. 1994 yılında Belediyelik olan Karacasu'nun Büyük Birlik Partisinden seçilen ilk belediye başkanı olan Mustafa Özsoy, 1999 seçimlerinde aynı partiden tekrar Belediye Başkan seçilerek, Millet teveccühünü kazandı.. . -Aynı zamanda Sivil Toplum Örgütlerini Millete hizmet noktasında değerlendiren Mustafa Özsoy, Kartal Kaya Sağ Sulama Birliği Başkanlığı, Spor kulüp başkanlığı ve Kahramanmaraş Amatör Kulüpler Federasyonunda çeşitli yöneticilik görevlerinde bulundu. Spor Kulübü Başkanlığı esnasında Mahalli bir takım olan Ferhuş Spor Kulübünü İl genelinde çeşitli başarılara taşıdı.. 2003 yılında İnandığı doğrultuda ve Sayın Genel Başkan ve Başbakan Recep Tayyip Erdoğan’ın gösterdiği hedefe yürümek maksadı ile Adalet ve Kalkınma Partisi (AK Parti) saflarında olmayı tercih etti.. . -2004-2008 yılları arasında Adalet ve Kalkınma Partisi (AK Parti) il Yönetim Kurulu Üyeliği görevinde bulundu. 29 Mart 2009 seçimleri ile Adalet ve Kalkınma Partisi (AK Parti) İl Genel Meclisi üyesi olarak seçildi. Bu süreç içerisinde İmar ve Bayındırlık Komisyonu üyesi ve Başkanı olarak görev yapan, Mustafa Özsoy Eğitim-Kültür Komisyonu'nda da yer aldı. Daha sonra İl Daimi Encümen üyesi oldu.. -6 Nisan 2011 tarihinde Kahramanmaraş İl Genel Meclis Başkanlığına seçilen Mustafa Özsoy, Bu görevi ile parelel olarak Doğu Akdeniz Kalkınma Ajansında yönetim kurulu üyesi oldu. Mustafa Özsoy İl Genel Meclis Başkanlığı ve Doğu Akdeniz Kalkınma Ajansı Üyeliği yapmıştır... -. Kendisinin de Dulkadiroğlu bölgesinde yaşaması, bölgenin problemlerini teferruatı ile bilmesi ve Dulkadiroğlu halkının, muhtarlarının ve Sivil Toplum Örgütlerinin teveccühleri ile 30 Mart 2014 tarihinde yapılacak olan Yerel Seçimlerde Kahramanmaraş İli Dulkadiroğlu İlçesi Başkan Aday adayı olmuştur.
