Detailed description is Organizational Structure and Governance. The Synod is one of five Synods of the Evangelical Lutheran Church in Canada (ELCIC). The Synod covers 64 congregations in Manitoba and Northwestern Ontario (up to Thunder Bay). . Within the Synod are 7 conferences, representing the different areas that Synod covers. Each Conference elects a pastoral representative called a Dean, who meets with the Synodical Bishop twice per year. The Conferences and the Deans do not have any decision-making authority with respect to the financial affairs of the Synod.. . Conference - Area. Metro – Winnipeg . Agassiz – South Eastern Manitoba . Westman – Western Manitoba . Interlake – Interlake Region of Manitoba . Brokenhead – Eastern Manitoba . Aurora – Northern Manitoba . Cambrian – Northwest Ontario . . The Synod is governed by the Synod Council, which is made up of 14 elected members. . Within the Synod Council is the Synod Executive, which is composed of the Bishop (Chair), Vice-Chair, Secretary, and Treasurer. . . The remaining council members are made up of one lay person from each of the seven conferences and three members-at-large who are rostered ministers. . . Synod Council members are elected at the Synod Convention, which is held once every two years. Each council member is elected for a four year term. . . Synod Council meets twice per year in a non-Convention year and three times per year in a Convention year, and the Synod Executive meets approximately once per month. They discuss and pass revisions to the Synod budget which is approved at the Synod Convention . . . Synod Council oversees 6 committees, each with their own mandate. . The 6 committees are as follows: . Christian Education. Church and Society . Mission . Theological Education & Leadership (CTEL). Worship & Arts. Youth . . Committee members are made up of rostered ministers and congregation members, who are appointed to the committee by the Synod Council for a four-year term. Existing committee members nominate potential new members. . . Each committee has a budget approved by the Synod Council and they spend within their budget, subject to oversight by the Synod Executive. Each committee also oversees certain appropriated funds and determines if, when and how the money in these appropriated funds is to be spent. The authorization for these expenditures comes from motions passed at their Committee meetings, subject to oversight by the Synod Executive. . . Luther Village – Lutheran summer camp. Luther Village is a non-profit corporation, wholly owned by the Synod.
