In Oregon, all governing bodies are bound by Oregon Revised Standards. Special Districts are governed by Chapter 198. Health Districts are specifically authorized by Chapter 440.. . Our Health District was formed in 2011 by the Commissioners of Umatilla County, with the same boundaries as Ambulance Service Area #4 (ASA-4) - the Milton-Freewater area. There are currently seven Ambulance Service Areas defined in Umatilla County.. . In November 2011, a Special Election was held, and Voters elected a 5-member Board, and approved a maximum tax rate of 25ยข per $1,000 property value.. . By our charter, this Board is responsible to maintain Ambulance Service in ASA-4, at a minimum level as specified by the ORS in Chapter 682 (Regulation of Ambulance Services and Emergency Medical Personnel). .
