Tevfik Göksu, ilköğrenimini Gölbaşı'nda, ortaöğrenimini 1980-1985 yılları arasında İstanbul Gaziosmanpaşa İmam Hatip Lisesi'nde tamamladı. Yıldız Teknik Üniversitesi Harita Mühendisliği Bölümü'nden 1990 yılında mezun oldu. 1991-1994 yılları arasında İstanbul Üniversitesi İktisat Fakültesi Çalışma Ekonomisi ve Endüstriyel İlişkiler Bölümü'nde yüksek lisansını tamamladı.. . Akademik çalışmalarını sosyoloji alanında yoğunlaştıran M. Tevfik Göksu, Sakarya Üniversitesi Sosyoloji Bölümü'nde başladığı doktora çalışmalarını Siyaset Sosyolojisi üzerine devam ettirdi.. . Her zaman aktif siyasetin içerisinde bulunan M. Tevfik Göksu, Refah ve Fazilet Partilerinde İstanbul İl Başkan Yardımcılığı görevlerinde bulundu. Siyasi çalışmalarının yanısıra, sivil toplum kuruluşlarıyla yakın temasını sürekli devam ettiren Göksu, Milli Gençlik Vakfı İstanbul İl Kuruculuğu ve Marmara Bölge Başkanlığı yaptı.. . Farklı sivil toplum kuruluşlarıyla irtibatını sürdüren Göksu'nun Araştırmacılar Derneği, Teknik Elemanlar Derneği, ASKON ve Adıyamanlılar Vakfı üyelikleri halen devam etmektedir. Göksu, hazırladığı bir çok siyasal propaganda konseptinin yanısıra sivil toplum iletişim danışmanlığı, yerel yönetim iletişim danışmanlığı ve 1992-2000 yılları arasında da Bağcılar Belediyesi'nde Başkan Danışmanlığı yaptı. Ayrıca Türkiye'nin önde gelen araştırma şirketinde çalışmalarda bulundu.. . İngilizce ve Arapça bilen M. Tevfik Göksu evli ve dört çocuk babasıdır..
