Detailed description is I'm a Northside native son running for W4 City Council because I want to help end systemic oppression over North and throughout the city of Minneapolis. MARCUS HARCUS FOR CITY COUNCIL. . My name is Marcus Harcus, I'm a Northside native son running for City Council in Ward 4 to help end systemic oppression in North Minneapolis and throughout the city. I'm a loving family man, writer, political organizer and social entrepreneur. My core values are love, freedom and peace. I believe as Paul Wellstone did that, "We all do better when we all do better." I'm running to help build a progressive majority - at least 7 of 13 - on the Minneapolis City Council to advance a bold people's agenda. As the next ward 4 Council-member I will help foster a radically progressive, humane city government that prioritizes people over self-serving bureaucracies and unethical corporate profiteering, a city government that prioritizes the needs of the most vulnerable residents and effectively champions opportunity, justice and safety for all.. . . I'm not a one issue politico, but my top three platform issues related to opportunity, justice and safety for all include:. . Radical Reconstruction of the Minneapolis Police Department. Establishment of a housing bond levy to fund affordable housing. Advocating for a Basic Income Guarantee (B.I.G.) for all Minneapolis (and Minnesota) residents. Some of the many other issues I will work on if elected to the Minneapolis City Council, include but are not limited to the following:. . I'm running to help end structural inequities throughout the city government, but especially the corruption and lack of accountability for predatory and abusive policing in the Minneapolis Police Department (MPD); I'm running to help reconstruct law enforcement in Minneapolis to end racial profiling, end the drug war, end broken windows policing and end the overall prison industrial complex in order to end mass incarceration and the rampant second class citizenship it creates through permanent disenfranchisement; I'm running to help end poverty with sustainable living wage jobs, widespread investment in social entrepreneurship and a universal Basic Income Guarantee (B.I.G.); I'm running to help end homelessness with permanent housing for the chronically homeless, establish a levy for a housing bond to help fund affordable rental housing throughout the city, end slumlord practices, combat gentrification displacement and invest in sustainable, affordable homeownership for Middle Class, Missing Class and working poor residents of Minneapolis; I'm running to help end miseducation in partnership with the public schools, students parents and cross sector partnerships; I'm running to help end the global climate crisis with renewable energy investments and public education on sustainability practices; I'm running to help end corporate usury of communities and consumers; and I'm running to help end the reckless gun violence in our streets.. . What qualifies me to serve as the Ward 4 Minneapolis City Council-member? Well, I’m a longtime grassroots activist, professional political organizer, writer and social entrepreneur who has advocated for social, economic, environmental and racial justice ever since I was a junior at Henry high school. I want to be clear that I’m running for the Northside and the city of Minneapolis, my hometown more than I’m running against the incumbent. However, because I’ve been asked why I’m challenging her, I’ll say this: Council President Barb Johnson is a nice woman who has served our community for a couple decades. I believe she’s sincerely tried to represent what she believes are the best interests of City government and her constituents, but I don’t believe she represents all of us and I honestly believe she is the biggest stumbling block on the Minneapolis City Council in terms of progressive public policy.. . If Minneapolis wasn’t a Democrat dominated city, Barb Johnson would be a conservative Republican. She’s an old fashioned, typical 'Law and Order', 'Tough on Crime' champion apologist for the police, a politician who would never acknowledge how corrupt, predatory and abusive too many Minneapolis Police Department officers are. Barb Johnson would never seriously advocate for truth, reconciliation and accountability as a means of developing healthy police-community relations with people of color. This is a Councilmember who once openly asked why we would force the police to explain why they’re arresting someone they viewed as a suspicious character when it came to the former Lurking and Loitering ordinance that was repealed last year by a 12 - 1 vote, with her being the lone vote against justice.. . This is a Councilmember who complained last year that the City government was spending too much time addressing racial equity in a city that is shamefully home to some of the worst racial disparities in the entire nation in most community quality of life indicators. We know her mother, Alice Rainville served as the Ward 4 Councilmember for 22 years and the incumbent has now served for 18 years. The Northside and the 4th Ward is not the same place it was when their now more than 4 decade family ownership of the Ward 4 City Council office began. People all throughout the city believe that now is the time for her to retire, to leave office gracefully or to be removed from office on Election Day, November 7, 2017.. . Throughout this campaign season, the incumbent will make the case that her experience and seniority have earned her a lifetime of re-elections, but I disagree. 4 terms is enough for Barb Johnson. I don’t believe any Councilmember should serve more than 3 consecutive terms. This is not personal; my campaign is about providing the best, most radical, progressive, reasonable, humane, equitable and just political leadership the Northside and City of Minneapolis need and deserve. We need a City Council that understands what Paul Wellstone meant when we said, “We all do better when we all do better,” a City Council that will demonstrate a staunch commitment to prioritizing the needs of the most vulnerable members of our communities.
