Detailed description is Building a Healthier Community, One Family at a Time. As the Lead Agency for children’s protective services in Clay County, KFF assumes responsibility for the organization, enhancement, and coordination of a local system of care with a focus on using a wraparound approach and, when needed, providing out-of-home care placement for children whose families are referred to KFF by the Department of Children and Families (DCF). KFF has a network of local providers that includes paid professionals, paraprofessionals, traditional child and family agencies, participating public agency staff, and community volunteers in a coordinated effort to create and implement individualized case plans as appropriate for children and their families.. . KFF has the management tools and an infrastructure capable of performing the administrative, financial, and data processing functions, including contracting, billing, managing information, outcomes management, and quality management necessary to serve families and children in Clay County. KFF has a financial accounting system that allows for contracting, flexible fund use, ready access to funds, and other financial needs. . . KFF has designed a system of care intended to provide a safe environment for children while attempting to strengthen the family system. KFF has implemented a community based child welfare service delivery system with a focus on providing prevention services wherever possible to allow children to safely remain with their family. The principles upon which services were developed have been adopted from the Children’s Bureau, U. S. Department of Health and Human Services, as follows:. . • Children have the right to a fair chance in life and to the essentials of health . development, including a sense of belonging, continuity of care, safety, . nurturing, and access to opportunities to acquire the basic social competence.. . • The best care and protection for children can be achieved when service delivery. is focused on developing and using the strengths of nuclear and extended . families and communities.. . • The values and customs of families from different cultures need to be . acknowledged and valued.
