No PSDB, a Juventude Tucana surgiu junto com a fundação do Partido da Social Democracia Brasileira, em 25 de junho de 1988, porque muitos jovens que militavam no PMDB, em outros partidos, em organizações não governamentais (ONGs), nas agremiações estudantis, acreditaram desde o início na proposta de formação de um Partido Social Democrata no Brasil. O movimento cresce com a memorável campanha de Mário Covas para Presidente do Brasil, em 1989.. Em 1989, no I Congresso Nacional da Juventude do PSDB, iniciou-se um processo de interiorização e de organização nacional. Cláudio Sena, da JPSDB de São Paulo, foi eleito como primeiro Coordenador Geral.. No II Congresso, em 20 de maio de 1990, aprovou-se o Estatuto da Juventude Nacional do PSDB.. Em fevereiro de 1995 ocorreu, em Brasília, o I Congresso Extraordinário Nacional da Juventude do PSDB, quando foi reformulado o seu Estatuto.. Na Convenção Nacional do Partido, para Reforma Estatutária, ocorrida no dia 8 de março de 1996, em Brasília-DF, a JPSDB foi oficializada como Secretaria Nacional, devendo se desdobrar em organismos estaduais e municipais. O novo Estatuto do PSDB prevê a filiação e a participação em atividades partidárias de jovens em idade inferior a do alistamento militar, dá ao Diretório Nacional do Partido a tarefa de dispor sobre a organização e o funcionamento da JPSDB.
