Nascido no dia 16 de outubro de 1961, Maia Neto é araguaiense de nascimento.
Desde 1982 ocupa do cargo de agente de Tributos na Secretaria de Estado de Fazenda (SEFAZ).
Com apenas 28 anos de idade, foi um dos prefeitos mais jovens de Mato Grosso e do Brasil eleito para a gestão 1993/1996.
Também disputou e venceu as eleições de 2000 e retornou ao cargo de prefeito para administrar a cidade no quadriênio 2001/2004..

Em 2004, ao obter 5.447 votos, reeleito prefeito para administrar Alto Araguaia na gestão 2005/2008.
