In March of 1991, the Wisconsin Department of Transportation (WisDOT) established the Highway Technician Certification Program (HTCP) at the University of Wisconsin-Platteville.
The principal goal of the HTCP is to "certify that individuals have demonstrated abilities to engage in quality control or quality assurance activities in highway work contracted by the WisDOT.".
