Gürsel Tekin, Ardahan iline bağlı Göle ilçesinde 1 Haziran 1964 yılında dünyaya geldi. İlk ve ortaöğrenimini Ardahan'da tamamladı. Lise öğrenimine Kars'ta başlayan Tekin, lisede okurken Bülent Ecevit'in genel başkanlığını yaptığı Cumhuriyet Halk Partisi'nin gençlik örgütüne katıldı. 1981 yılında Kars Alpaslan Lisesi'nden mezun olduktan sonra Atatürk Üniversitesi Edebiyat Fakültesi'ni kazanan Gürsel Tekin, bazı sebeplerle yüksek öğrenimini sürdüremedi. Aynı yıl sosyo-ekonomik nedenlerden ötürü ailesiyle birlikteİstanbul'a taşındı. Tekin, 1981 yılında Kadıköy'de garson olarak çalışmaya başladı. Siyasal yaşamı 12 Eylül nedeniyle kesintiye uğrayan Gürsel Tekin, 1984 yılında Sosyal Demokrasi Partisi'nde siyasete yeniden girdi. 1986-87 yılları arasında askerlik görevini yapan Tekin, siyasal yaşamına SODEP'in ardılı olan Sosyal Demokrat Halkçı Parti'de devam etti. Aynı dönemde ticarete atıldı. 26 Mart 1989'da yapılan 1989 yerel seçimlerinde SHP'den Kadıköy Belediye Meclis Üyesi seçildi. 5 yıl sonra yapılan 1994 yerel seçimlerinde üyeliğe yeniden seçilen Gürsel Tekin, 1995 yılında SHP ile CHP'nin birleşmesi üzerine görevini CHP'li olarak sürdürdü ve partinin ilçe yönetim kuruluna girdi. 1999 yerel seçimleri ve 2004 yerel seçimlerinde belediye meclis üyeliğine tekrar seçilerek, 1997 yılında geldiği Kadıköy Belediye Başkan Vekilliği görevini sürdürdü. Bu görevlerinin yanı sıra 2004 yerel seçimleriyle İstanbul Büyükşehir Belediye Meclis Üyesi oldu. 2002 - 2005 yılları arasında CHP İstanbul il başkan yardımcılığı yaptı. Görevinden ayrılan Şinasi Öktem'in yerine 14 Ağustos 2007'de partinin Merkez Yürütme Kurulu tarafından CHP İstanbul İl Başkanı olarak atandı. 2009 yerel seçimlerinin kampanya sürecinde CHP İstanbul Büyükşehir Belediye Başkanı adayı Kemal Kılıçdaroğlu ile birlikte çalıştı. 2009 yerel seçimlerinde yeniden Kadıköy'den İstanbul Büyükşehir Belediye Meclisi üyesi seçildi. 4 Ağustos 2010 tarihli CHP Parti Meclisi toplantısında 48 üyenin oyuyla MYK üyeliğine seçildi. Ardından CHP Genel Başkanı Kemal Kılıçdaroğlu tarafından Tekin'in Genel Başkan Yardımcısı olacağı basına duyuruldu. İletişim, Tanıtım ve Medya ile İlişkilerden Sorumlu Genel Başkan Yardımcılığı görevini yürütürken 8 Mayıs 2014 tarihinde CHP Genel Sekreterliğine getirilmiş, Ocak 2016 yılına kadar bu görevde bulunmuştur. . 24-25 ve 26.
