Detailed description is Robert Peccia and Associates has been retained by the City of Townsend to complete the Townsend Wastewater System Preliminary Engineering Report - 2016. The City of Townsend’s existing wastewater treatment system consists of a three-cell aerated lagoon system followed by a polishing cell with effluent discharging to a side channel of the Missouri River. Unfortunately, the City is unable to consistently meet the BOD and TSS removal requirements in their current Montana Pollutant Discharge Elimination System (MPDES) discharge permit. These stringent effluent compliance limits along with the disinfection requirement must be met by January 1, 2017. These permit requirements cannot be consistently met without improvements to the City’s treatment system.. . The City’s existing lagoons have been in operation for nearly 20 years and have accumulated a significant buildup of sludge. As part of the proposed project, this sludge accumulation will be removed, which will help to restore the lagoon system’s treatment performance. Sludge removal and disposal will be done in accordance with the Code of Federal Regulations 40 CFR503- Standards for the Use and Disposal of Sewage Sludge. . . Aeration improvements are needed to provide for a better oxygen transfer rate and allow better treatment performance from the lagoons and for algae control. Aeration improvements will be done within the footprint of the existing system and will include installation of new aeration equipment in the lagoon cells and replacement of the existing blowers.. . In order for the City to comply with the disinfection requirement in their current MPDES permit, the proposed project would also include the construction of a new disinfection building that will likely house ultraviolet (UV) disinfection equipment. The new building will be constructed at the existing wastewater treatment lagoon site, near the polishing cell. Without survey and specific hydraulic data, it is not yet known if a pump station is needed to facilitate the required effluent disinfection. If necessary, this would be an underground structure located near the polishing cell with the controls housed in the new disinfection building. . . The existing collection system conveys all of the collected wastewater to a single lift station which then pumps the wastewater to the treatment lagoons. This lift station is nearing the end of its useful life and is in need of repairs or replacement. The proposed lift station improvements will be completed within existing City owned property or right of ways. Proposed improvements to be considered include replacement of the existing pumps and controls or a complete lift station replacement. . . Finally, a new headworks screening and grit removal system is necessary to protect the City’s investment of the new aeration equipment. Screening is of particular importance as hair and rags, common in wastewater, tend to hang up on and inhibit some aeration equipment. Headworks improvements may include a new headworks building near the existing blower building that would house the screening and grit removal equipment.. . In the past, the City of Townsend’s wastewater system experienced a large amount of groundwater infiltration. While a majority of the collections system issues were solved with the completed collection system rehabilitation project, a few remaining sewer mains are still in need of rehabilitation. The proposed project would consist of lining these few remaining collection mains that continue to contribute inflow and infiltration to the wastewater system. The improvements will include the installation of cast in place pipe lining (CIPP) similar to what was installed throughout a majority of the collection system in the 2010-2011 rehabilitation project These proposed improvements will occur within existing utility right of ways. .
