Established in 1993, the Centre of Arab Women for Training and Research (CAWTAR) is a non-profit non-governmental regional Organization, enjoying an international legal personality.
CAWTAR is a Unique organization in the Arab States region, as it specialized in promoting Gender to meet development challenges dedicated to the empowerment of Arab women as a critical social capital for good governance and prosperity in the region and that through Generating knowledge and enhancing the capacity of Arab institutions.
CAWTAR system of governance is led by the Board of trustees composed of Arab Golf Programme For Development AGFUND, the Tunisian Government, United Nations Development Programme UNDP, the International Planned Parenthood Federation IPPF, United Nations Population Fund UNFPA, the League of Arab States and the World Bank..

مركز المرأة العربية للتدريب والبحوث "كوثر" هو منظمة غير ربحية مستقلة أنشئت في عام 1993، وهو مركز إقليمي يتمتع بالشخصية القانونية الدولية.
ويعتبر "كوثر" منظمة فريدة من نوعها في منطقة الدول العربية إذ يجمع مجلس أمنائها هياكل حكومية (الحكومة والتونسية) ومؤسسات ما بين حكومية إقليمية (جامعة الدول العربية) وهيئات أممية (برنامج الأمم المتحدة الإنمائي وصندوق الأمم المتحدة للسكان وهيئة الأمم المتحدة للمرأة) ومنظمات دولية (على غرار البنك الدولي) ووكالات تعاون ثنائية (وكالة التعاون الفني الألماني)، إضافة إلى المنظمات غير الحكومية الدولية (برنامج الخليج العربي للتنمية والاتحاد الدولي لتنظيم الأسرة).
ويعمل المركز في جميع البلدان العربية وتغطي برامجه كافة أقاليم المنطقة.
يتمثل دور "كوثر" حسب ما ورد بوضوح في وثيقته التأسيسية، في المساهمة في تمكين المرأة العربية عبر تنمية قدراتها ومهاراتها، وتوفير قاعدة البيانات قصد مساعدة صانعي القرار في ترجمة الأدلة إلى خطط وطنية تسعي إلى تطوير مكانة المرأة وتعزيز مشاركتها في جميع مراحل التنمية من التخطيط إلى التنفيذ على جميع المستويات.
وتتمثل مهمة مركز "كوثر" في المساهمة في تمكين المرأة في المنطقة العربية وتعزيز مكانتها وأدوارها، اقتصاديا واجتماعيا وسياسيا، من خلال دعم حوار السياسات والدعوة لإجراء إصلاحات تشريعية وسياسية بالاستناد إلى مقاربتي النوع الاجتماعي وحقوق الإنسان.
ولتحقيق ذلك، يتولى المركز إنتاج المعرفة وبناء القدرات الفنية والمؤسساتية في المنطقة (لفائدة المؤسسات الحكومية والمنظمات غير الحكومية) بما يدعم تمكين النساء والرجال وتمتعهم بحقوقهم الإنسانية باعتبارها جزءا لا يتجزأ من تنمية مجتمعاتهم محليا ووطنيا.
