A primeira Associação de Pais e Amigos dos Excepcionais nasceu no Rio de Janeiro no dia 11 de dezembro de 1954, com a ajuda da norte americana Beatrice Bemis, na época membro do corpo diplomático dos Estados Unidos da América que visitava o Brasil. Bemis tinha uma filha com Síndrome de Down e participava de um movimento semelhante em seu país. . Os anos foram passando e outras Apaes foram nascendo sempre com o objetivo de amparar e proteger as pessoas com deficiência mental que muitas vezes são esquecidas pelo Estado. Em 1962, como já existiam 16 Apaes no Brasil, perceberam a necessidade de se organizarem nacionalmente, por isso, no dia 10 de novembro, criaram a Federação das Apaes que funcionou por muitos anos em São Paulo. Mais tarde, quando a Federação foi transferida para Brasília, conseguiu sede própria. Hoje temos mais de duas mil Apaes no Brasil que são filiadas a Federação do seu estado de origem e também a Federação Nacional das Apaes.. Como símbolo do novo Movimento foi adotado uma flor rodeada por duas mãos, uma em posição de amparo e outra de proteção. . Atualmente é o maior Movimento do Brasil e do mundo que trabalha em prol das pessoas com necessidades especiais, isso se deve a força de vontade dos pais e amigos que diariamente lutam para proporcionar melhor qualidade de vida para os portadores de deficiência.
