ABOUT ALAN KAUFMAN.

Prior to attending veterinary school at the University of California, Davis, where he received a BS with honors in 1975 and graduated with a Doctorate in Veterinary Medicine in 1977, Alan worked on ranches in the Eastern Sierra and western Nevada.
In those years he witnessed unexplained cattle deaths and ultimately his efforts resulted in California's first case report of High Altitude Disease of Cattle.
On graduation he moved to the Big Island and established Herd Health programs working with ranchers from Ka'u to Kohala.
Along the way he made the first diagnosis of Parvovirus on the island of Hawaii and reported the first case of Caprine Arthritis Encephalitis virus in the state.
After moving to Maui in 1984 he continued to work with ranches throughout Maui Nui as well on the islands of Oahu, Kauai and Niihau.
He reported Hawaii's first cases of Bovine Trichomoniasis, Bovine Respiratory Syncytial Virus and Porcine Encephalomyocarditis Virus.
His work with wildlife has taken him as far east as Zimbabwe to assist with research on Ascending Trunk Paralysis in elephants and as far west as Papahanaumokuakea (French Frigate Shoals) providing veterinary services for endangered Monk Seals..

While his weanlings commonly remain on Maui, he has shipped breeding stock to Oahu, Moloka'i, the Big Island, California and to the Northern Marianas islands..

With his wife Quinn, between them there are 7 children and 2 grandchildren.
Alan has volunteered as president of the Kula School PTA and the Kula Community Association.
He has served on our Public Safety Commission as vice chair and chaired the Board of Ethics.
He is currently a member of the State Board of Veterinary Examiners and a Past President of the Cameron Center Board of Directors.

ISSUES OF CONCERN.
Water:.
With the end of sugar, 36,000 acres of Ag land are looking for a future.
Our Governor wants the land to stay in ag use.
The property owners are promoting diversified agriculture.
But no single crop will take the place of sugar.
Cattle and biofuels, hemp and sweet potato, taro, coconut and breadfruit are all being discussed..
However, the first decision needs to be made by the Hawaii Supreme Court.
Water remains a public trust per the State constitution.
But how much water will be available for ag use depends on the Court's ruling over the diversions of the East Maui Irrigation system.
Some water has been returned to streams and it seems likely more will be.
Also that some will be available to Maui County to meet the needs of Upcountry and also to relieve pumping of the I'ao aquifer.
The water that remains will in part dictate how many acres and which crops will be grown in former sugarcane land..

Maui County Government: .
Mayor/Council (existing) OR Manager/Council + Mayor (proposed).
The committee tasked with this issue did not reach consensus.
It moved forward on a 5-4 vote.
Making a major change to governmental structure based on a narrow margin suggests the committee reviewed data highly subject to interpretation..
Either format can be very successful or splendidly disastrous, depending on who the voters elect.
The electorate might accomplish more by educating itself about the candidates for office.

District Voting:.
For several decades, all county voters elect all nine council members.
Researching, listening to, and gaining insight about this many candidates running for Council is daunting.
Many responsible hard working community members simply can not make the time.
The result? Incumbents, even when not supported by a majority within their residency districts, continue to be elected by countywide majorities based on name recognition.
District voting would make Council members, who are best known to residents close to their homes, responsible to the people who know them best.
District voting provides the opportunity to thoroughly evaluate a smaller number of candidates.

The argument has been made that the current system enables our highly valued but geographically remote communities to have a stronger voice.
That is true.
Following that reasoning to its conclusion suggests creating additional Council seats for all our small communities, including Kanaio and Kahakuloa.
This logic creates an unworkable situation, inconsistent with the democratic norm of one man/one vote..
District voting does not deprive anyone from running for office.
It would give new candidates, from any part of our multi-island county, a better opportunity to appeal to the voters within their own communities.
And this brings us to.....

Political Campaigns.
Our Political Campaigns are Advertising Campaigns.
I abhor the recognized process of winning elections.
Bumper stickers, slogans, signs and roadside waves....this is how elections are won? Stuff mail boxes with glossy mailings put out by Political Action Committees? I prefer to see political donations placed in the hands of our social service agencies rather than used for signs that end up in the landfill or at best are recycled..
The part of campaigning I support and make time for are candidate forums hosted by groups such as the Kula and Kihei Community Associations and Akaku.
The public has an opportunity to view the candidates and watch how they speak and what they say.
One can make their own judgments without filters.

Another component of modern campaigning is the use of social media and yes, I am here so you can hear me.I rode a horse in Makawao on the 4th of July and if one could campaign horseback 100% of the time, that would be my preference and a very comfortable race..
And then there are the 7000 families I have gotten to know throughout our three island county over the past 40 years.

People want and are entitled to know the source of what they eat.

GMOs that add vitamin A to rice have reduced the incidence of this nutritional deficiency.
The benefit to public health is a benefit to mankind..
GMOs that impart drought tolerance to food crops increase yield and increase the food supply..
GMO technology can be put to uses that may be beneficial or detrimental.
Accordingly, GMOs require evaluation on a case by case basis.
We can anticipate that GEOs (genetically edited organisms), rather than GMOs, will be the future of seed development.
With that change the GMO debate can fade and we can move on to more constructive topics and less time in courtrooms..

Were there a solution to this issue, with the quantity of attention it has received over the decades, it would no longer be a problem.

The root cause is perpetual mismatch between housing supply and demand..
Proposed construction projects at Oluwalu and Maalaea are off the table.
Issues of design, location and approval restrict the growth of inventory.
The community planned for Haliimaile, if it comes to fruition, will help alleviate the shortage.
So will other projects that can win approval.

Two potentially avenues for progress: .
The Governor declared a Homeless State of Emergency last year which suspended some of the regulatory delay.
Landlord Summits have been and are being held statewide.
State funds have been made available.
Still the problem has not diminished and will not go away until new housing is made available.

Board members of Maui Tomorrow, who very capably helped craft our affordable housing ordinance, along with an equal number of Maui's developers, should crew for Captain Tim Gilliom on the Mo'okiha O Pi'ilani sailing canoe.
Working together out of necessity, rather than being constantly at odds, perhaps they could reach a level of perspective and appreciation for each other that would enable timely construction of the housing that Maui so very badly needs..
