In 2020 the Phoenix City Council unanimously approved its housing plan with the goal of creating or preserving 50,000 housing units by 2030.
The decision came after a housing needs assessment showed the City has a shortage of 163,067 housing units. Of those 99,581 units need subsidies for lower-income residents, and 63,486 are needed for residents who can afford market rate. At the time of assessment, the city had a total of 555,013 households.
Section 8 housing vouchers in short supply for Arizona families
One of the ways affordable housing is provided to low-income families is through the federally funding Section 8 Housing Choice Voucher program. The program allows tenants with low-income to rent from private landlords and pay 30 percent of their monthly income toward rent and utilities with the voucher making up the difference. But the wait for the voucher can take years.

In Arizona, wages are not keeping up with the rising costs of housing.
Workers need to make $21.10 an hour to afford a market-rate 2-bedroom rental, according to a 2020 report from the National Low Income Housing Coalition (NLIHC). That wage amount increases to $22.56 in Maricopa County.
But that same report showed the median hourly wage did not reach $21.10 for more than 900,000 jobs in Arizona, including retail workers, bookkeeping clerks, office workers and customer service representatives.
