A veteran Williamsport Bureau of Police lieutentant claims in a federal lawsuit that he was passed over for promotions because he filed complaints on behalf of the Fraternal Order of Police Lodge 29 against anti-union activity.
Lt. Steven Helm, supervisor of daywatch, this week asserted in the complaint in U.S. Middle District Court his rights to free speech were violated. The lawsuit identified Mayor Derek Slaughter, former Mayor Gabriel J. Campana and the City of Williamsport as defendants.
Slaughter, who returned a telephone call for comment, said any statements regarding the lawsuit would need to come from J. David Smith or Austin White, the city solicitors and firm of McCormick Law.

The Pennsylvania Attorney General’s office has filed new charges against Eric Derr, a former city police officer initially accused of abusing his position across 34 charges.
Those initial charges evaporated into three following a preliminary hearing where three were withdrawn because a witness was unavailable and 28 were dismissed after a judge found there was not enough evidence to prove criminal intent.
Now, the Commonwealth is bringing 28 charges, related to the unlawful use of a computer, back to court with additional evidence and witnesses.
According to David Scicchitano, from the attorney general’s office, Derr, of Cogan Station, allegedly used the police J-NET system to access the private records of women unrelated to police investigations.

City Council’s Ad Hoc City Hall Committee met Tuesday and honed in on two final options to remain at the current City Hall or to renovate office space the city owns at Trade and Transit Centre I or II.
“I think we are making progress to the point of completion for the committee,” said Councilman Adam Yoder, its chairman.
Short of a funding plan, which is estimated to be $4 million to $5 million for either option, the committee has narrowed its intent to either make a decision on staying at City Hall or moving the administrative offices to one of the transit buildings, with the exception of the Williamsport Bureau of Police.
