Penn Hills officials, residents brainstorm on how to spend $18 million in covid relief money

Penn Hills officials spoke Monday night about how they’d like to spend an $18 million gift from the federal government.
The money is coming from the $1.9 trillion covid relief bill, known as the American Rescue Plan, recently signed into law.
U.S. Rep. Conor Lamb, D-Mt. Lebanon, announced Penn Hills’ portion of the bill during a meeting with officials March 26.
Penn Hills Manager Scott Andrejchak said during an agenda-setting meeting Monday that the first half of the $18 million will be coming to the municipality as early as May. The rest of the money will be disbursed around this time next year, he said. ....

Penn Hills hires Public Financial Management to appraise its sewer system

Penn Hills council hired a financial firm March 15 to appraise its sewer system despite concerns voiced by the mayor that the municipality is “on a frightening path.”
Council voted 3-2 in favor of hiring Philadelphia-based Public Financial Management (PFM) to look into how much the municipality’s sewer system is worth. Mayor Pauline Calabrese and councilman Frank Pecora dissented.
PFM will do the work for a one-time fee of $8,000 plus expenses, such as meals and travel, which have been capped at $500. ....
