At-large Little Rock Director Antwan Phillips has shared an open letter to city residents on the sales tax increase proposal before the board. The board is set to vote Tuesday, May 11, on whether to refer to voters
Mayor Frank Scott’s proposal to raise the city sales tax by 1%. The permanent increase would generate an estimated $53 million per year.
Along with the letter (and perhaps the real purpose of the letter), Phillips has appended the results of a poll conducted by Little Rock’s inVeritas Research and Consulting on behalf of the Arkansas Zoo Foundation. According to the poll, 69% of voters said they would support the tax increase. Little Rock mayor tweaks sales tax proposal, defers city board vote for one week
In response to criticism from members of the Little Rock Board of Directors,
Mayor Frank Scott Jr. on Tuesday unveiled a revised sales tax plan and deferred consideration of whether to send the proposal to voters for one week. Scott said that while the philosophy of his Rebuild the Rock plan remain intact, the changes reflect what he’d heard from board members on April 27.

Over 10 years, the new plan adds $10 million to the public safety allocation for community oriented policing, something seven board members said was missing from the plan last week. The money allocated for public safety vehicles gets a $10 million increase, moving it from $27.3 million to $37.3 million, which the mayor said would go toward replacing aging firetrucks. Several directors asked for more spending on infrastructure. Scott’s new proposal increases that spending from $10 million to $20 million.
City attorney attempts to squelch no-confidence resolution on Little Rock police chief

City Attorney Tom Carpenter sent City Director Lance Hines a memo today encouraging him not to move forward tonight with his resolution seeking a
no-confidence vote from the City Board on Police Chief Keith Humphrey.
Carpenter cites pending litigation against the chief. Carpenter, it’s worth noting, answers to
Mayor Frank Scott Jr., who backs Humphrey and who controls the position. The resolution urges Scott to take appropriate action.

Hines asked that the memo be sent to all directors and said he’d decide what to do at the meeting tonight. The resolution is on the board’s agenda for its 6 p.m. meeting.
