美國政府星期三(6月23日)將這五家企業增列入美國商務部的出口管制實體清單。這五家公司分別是合盛矽業股份有限公司（Hoshine Silicon Industry Co）、大全新能源有限公司（Daqo New Energy Corp）旗下的新疆大全新能源公司（Xinjiang Daqo New Energy Co）、上海東方希望集團（East Hope Group）旗下的新疆東方希望有色金屬有限公司（Xinjiang East Hope Nonferrous Metals Co）、新疆協鑫新能源材料科技有限公司（Xinjiang GCL New Energy Material Co）以及新疆生產建設兵團。
這五家企業至少有幾家是太陽能電池板生產使用的單晶矽和多晶矽的主要製造商。
