Police say when the regular bars and clubs close, throngs of people are looking for a place to continue the party, and the Hookah bars are often where they end up.
The commission also asked for proposals to address “crowd management” concerns identified by police, such as regulating loud stereo music, and how they might take action against businesses where police are constantly responding to calls.
“Where the crowds gather, individuals circle through neighborhoods with loud stereos in their vehicles creating a disturbance,” a police department presentation said.
