Committee Reports Energy Subcommittee of the House Energy, Utilities, and Telecommunications Committee The Energy Subcommittee of the House Energy, Utilities, and Telecommunications Committee, chaired by Representative Chuck Martin (R-Alpharetta), met this morning to consider two measures. HB 76, authored by Representative John Carson (R-Marietta), amends O.C.G.A. § 46-4-164 to increase the percentage limitation of EMC investments in a gas affiliate. Current law allows investments up to 15%. This bill increases that amount to 60%. The subcommittee took no testimony on the bill and moved the bill DO PASS. HB 150, authored by Representative Bruce Williamson (R-Monroe), amends O.C.G.A. § 46-1-6 to prohibit local governmental entities from adopting policies that prohibit the connection or reconnection of any utility service based on the source of energy or fuel. High-speed broadband coming to rural areas of Fayette, Coweta counties 80,000 EMC members to get access across 18 counties in mid-Georgia   Governor Brian Kemp says that Central Georgia EMC (Jackson, GA) and Southern Rivers Energy (Barnesville, GA) will form a new partnership with Conexon to provide high-speed internet to 80,000 homes and businesses in 18 Middle Georgia counties: Bibb, Butts, Clayton, Coweta, Crawford, Fayette, Henry, Jasper, Jones, Lamar, Meriwether, Monroe, Morgan, Newton, Pike, Putnam, Spalding, and Upson. Central Georgia EMC has customers in Fayette County, while Southern Rivers Energy has customers in Coweta County. The partnership includes a capital investment of more than $210 million overall. Central Georgia EMC (CGEMC) will invest $135 million, Southern Rivers Energy (SRE) will invest $53 million, and Conexon will contribute $21.5 million. Brian Kemp s State of the State address as prepared Thursday: Lieutenant Governor Duncan, Speaker Ralston, Speaker Pro Tem Jones, members of the General Assembly, Chief Justice Melton, Chief Judge McFadden, and my fellow Georgians:  In my first State of the State address, I talked about building on a sure foundation. We applauded the leadership of Governors Perdue and Deal who guided our state through difficult storms. I extended my gratitude to the Georgia General Assembly, who helped pour the concrete with key investments in education and economic development.
