Arkansas County Judge Thomas Best on Wednesday issued a disaster declaration after days of heavy rain led to damaging floods in the southeast part of the state. Best said that about 30 homes have been damaged by floodwater and there was high water on multiple roads. The Arkansas Department of Emergency Management said the worst of the damage in the region was in Desha County. In Dumas, the county's largest city, at least 50 homes were reportedly.
