Board president Justin Raber started the meeting asking to make a motion “to enforce the laws of the state of West Virginia in the executive orders requiring individuals in a public space to be wearing a mask.”

In a top hat, leather jacket and light-wash jeans, one of the clients of the new homeless drop-in center on Front Street shared his gratitude Tuesday. “I got a shower in today, I got to be warm. It’s beautiful, beautiful,” said Brian, who goes by “The Railroad Man.” “A friend in there told me. You see, I’m not from this part of town. But there’s a lot of soul in there.”
