A proposed 120-unit apartment complex in Johnson City, which has attracted vocal opposition from nearby residents, could take another step this week toward reality. Johnson City commissioners will consider on first reading this Thursday whether to rezone an almost 11-acre property at 2803 Browns Mill Road. The parcel would change from R-3 (medium residential) to R-4 (medium density residential), which would increase the maximum unit density of the land. The rezoning would require three votes from the commission before it becomes official. Neighbors have said traffic and safety are already issues on Browns Mill Road, where residents say motorists frequently travel faster than the speed limit of 25 mph.

On July 13, the Johnson City Regional Planning Commission unanimously approved a request to rezone a roughly 10-acre parcel at 2803 Browns Mill Road from R-3 to R-4, which would allow the project as proposed to move forward. The development would be called “The Pinnacle at Browns Mill” and consist of five apartment buildings and one clubhouse. Rezoning the property allows the developer to increase the maximum unit density of the land. The proposal will now go to the City Commission for three readings.

Jim Neil the broker who helped the commission buy Residence Inn Mission Valley for $67 million for use as housing for homeless residents bought 40,000 shares in Chatham Lodging Trust, the hotel’s owner, while the deal was pending, as first reported by Voice of San Diego. This raises all sorts of alarm bells. As The San Diego Union-Tribune’s Jeff McDonald reported in February, the commission appeared to have overpaid for the property, based on other sales of hotel properties in San Diego County. Since Neil was acting on a government agency’s behalf, his actions could be a criminal violation of state conflict-of-interest law

National homeless expert begins work as a San Diego consultant

SAN DIEGO    Matthew Doherty is bringing a national perspective on homelessness to San Diego, and his new six-month consulting job here is a kind of homecoming. Mayor Todd Gloria recently announced he was hiring Doherty, a former Obama administration expert, to make sure San Diego is spending its resources on proven solutions that get people off the streets and making progress toward ending chronic homelessness. His contract is for $50,000 and calls on him to provide expert guidance and recommendations to inform critical decisions by Gloria regarding departmental structures, delineation of roles, and coordination structures to best drive progress on preventing and ending homelessness in San Diego.
