A new motor vehicle inspection center in Manila
The rise of Motor Vehicle Inspection Centers (MVIC) is rooted in the government’s desire to have safer roads. Thousands of vehicular accidents occur in the Philippines each year, with around 31,811 recorded until August of 2020 in NCR alone. Of these accidents, a number could have been avoided by detecting these mechanical problems early. That is the purpose of Motor Vehicle Inspection Centers: to determine the aspects of your vehicle that need to be addressed or repaired to make your drive safer.
While many MVICs have already opened outside of Metro Manila. There are still very few near the city’s residents. Thankfully, the newest, Steadfast MVIC is in the heart of Manila.

SENATE APPROVES REPORT TO HALT AND INVESTIGATE PMVICs
The Senate adopted the committee report of the Senate committee on public services led by Sen. Grace Poe recommending the Department of Transportation s (DOTr) Department Order 2018-019 and all related issuances to be officially repealed. While the fees have been lowered for now and testing seems to have been made optional, the implementation of this flawed program must be stopped definitively pending the resolution of issues hounding it, said Poe who heads the committee on public services.
Poe earlier submitted Committee Report No. 184 citing flaws in inspection standards, errors in test results, and the lack of transparency in the accreditation process.

POE: END OPPRESSIVE PMVIC SYSTEM
Sen. Grace Poe called for an immediate end to the oppressive, anomalous and extraordinarily flawed privatization of the Motor Vehicle Inspection System (MVIS).
In her sponsorship speech on Committee Report No. 184 on the Private Motor Vehicle Inspection Centers (PMVICs), Poe stressed that the implementation of such system which has far-reaching effects to all motorists in the country is best left to the jurisdiction of the legislature.
The committee report recommended the repeal of the Department of Transportation s (DOTr) Order (DO) 2018-19 and all related issuances that served as the bases for the operation of PMVICs.

TRANSCRIPT OF SEN. GRACE POE s SPONSORSHIP SPEECH
I put forward the report of the committee on public services which on Feb. 09, 2021, conducted a hearing on the operation of Private Motor Vehicles Inspection Centers or PMVICs.
Back in 2018, the DOTr decreed that the physical inspection of vehicles, which was previously conducted by the Land Transportation Office, along with an additional battery of tests, 73 in total, shall now be conducted by Private Motor Vehicle Inspection Centers which it will accredit outside the usual modes of procurement.
As mentioned in the report, the main objective of the committee hearing was to shed light on the issues currently hounding the operation of PMVICs. Nang matapos ang hearing, naging mas malinaw na hindi lamang pala iilan ang problemang kinakaharap dito. Kaya ang naging resoluyon ng komite ang polisiya mismo ang may problema.
