Proposed regulations for fully online charter schools still on public comment through Monday

Instead of defying the Republican-dominated state Legislature’s order to legalize fully online charter schools, the West Virginia Board of Education plans to carry out the GOP’s will. Instead of opposing Republicans’ creation of a new unelected board that can circumvent county boards of education to open charters, or objecting to the GOP’s allowance for more charters to open faster, the state school board also plans to bow on these issues. It’s legally debatable whether the state school board, which gets its power from the state Constitution, could stop these changes from happening. Republicans passed a law this year to make these changes, but the state Supreme Court of Appeals wrote in a 2017 ruling that “this Court has unequivocally held that legislative action that impedes the general supervisory powers of the [board] is patently unconstitutional.”

Eastern Panhandle Counties Decide on School Return Plans | News, Sports, Jobs

For the Intelligencer County school districts in West Virginia’s Eastern Panhandle decided in recent days their school reopening plans in light of the COVID-19 pandemic and Gov. Jim Justice’s urges to open schools on Jan. 19. The Berkeley County Board of Education’s plan moves forward with the intention to remain remote for the time being, the members stressing the need to keep the students and staff safe. The plan would be in effect for the entire district, kindergarten through Grade 12. The approval came shortly after the West Virginia State Board of Education approved its reentry plan, which nixed full-time remote learning after Jan. 19, while leaving open the option of a blended learning schedule. With limited time to read the state’s order prior to the county meeting, the board members moved forward with approving what they believed will be the right decision for the district.
