Share Clare Darcy KENNEBEC COUNTY – Clare Darcy entered this world at home on April 16, 1951 in Seattle, Wash.; delivered by her mother Victoria Blanche (Letson) Thuline and her father, Dr. Horace C. Thuline, then a medical student. Clare was the fifth of nine children. The Thulines moved to Lakewood, Wash. when Clare was five, where the children were raised in the Christian Faith. Clare was a talented solo pianist and enjoyed singing in the church choir. She was educated in the Lakes School District. Clare’s artistic talents were evident at an early age and cherished for their realism and wit. She designed and constructed elaborate sets and decorations for school concerts. After graduating high school in 1969, she attended Seattle Pacific College.

Franklin County panel sends $7 million budget to commissioners FARMINGTON The Franklin County Budget Advisory Committee voted Wednesday to approve a $7 million budget for 2021-22. The panel members clarified that of the $86,701 approved on June 9 for program grants, they are requesting commissioners take $58,001 owed to three nonprofits to be taken from the county’s undesignated fund. The total of $58,001 was raised in two budget years for Western Maine Community Action, Western Maine Transportation Services and SeniorsPlus. Commissioners did not give $18,000 to the community action agency in the 2018-19 budget and $30,000 in 2019-20 budget. They also did not give $10,000 raised in 2019-20 to Western Maine Transportation Services and $1 raised as a place holder for SeniorsPlus the same year to allow the agency to return the following year to request funding.

HEAP applications open

Read Article EAST WILTON Western Maine Community Action, Inc. (WMCA) continues to assist with applications for residents of Franklin County for the Home Energy Assistance Program (HEAP or Fuel Assistance) who have not applied and received a benefit since Aug. 24, 2020. Applications will be taken through July 15 for this program year. All applications are still being done over the phone. To apply, call 645-3764 or 1-800-645-9636 and ask to speak to someone in HEAP. HEAP is not an emergency program. It is a supplemental program which is intended to assist in paying part of a households heating costs. Any funds received can be used now or for the 2021-22 heating season until April 30, 2022. HEAP provides benefits to eligible households for wood, electricity, propane, oil, kerosene, wood pellets and coal.
