LIGONIER â A local resident brought up the issue of a loud, humming noise coming from the Star of the West Milling Co. building during Tuesdayâs city council meeting.
Mark Stout, resident of Ligonier who has lived about three blocks from the mill for more than three decades, spoke to council members about how recently the loud noise has affected his daily life, and asked what the city plans to do to address it.
He told council members that he hears the noise constantly and he canât do things like watch television or sleep peacefully without it being a disturbance.
This week, the Tulare County Board of Supervisors heard a report on progress in cutting dairy cow and cattle emissions that cause particulate pollution and generate greenhouse gases.
Kings Countyâs neighbor, Tulare County is monitoring their dairies in an annual report being done under a settlement with environmental groups in 2019.
Through 2019, the report says emissions are down 16% from 2013 as a result of a smaller animal herd, management efforts and installation of technology that is capturing manure-based gases. Co2-based emissions were 6.3 metric tons which was 16% less than tonnage measured in 2013. It is also 16% of the tonnage reduction target for 2023 under the state Climate Action Plan.

LANSING The Michigan Department of Agriculture and Rural Development is now accepting applications for its annual “Michigan Agriculture Exporter of the Year” award. Each year, MDARD recognizes a leading food or agriculture exporter for its efforts to increase exports of Michigan food and agriculture products. Applicants may also be considered for the “Rising Star” award, which is reserved for new companies or companies new to exporting.
Companies of all sizes are encouraged to apply. Eligibility is limited to Michigan food and agriculture producers, manufacturers, or shippers that are aggressively pursuing international markets and increasing export sales. Products must be more than 50% grown, processed, or manufactured in Michigan.
