City man charged in two separate disturbances
Brandon Hipple’s voice was so loud that it “could be heard echoing off the houses throughout the entire 1000 block of Baldwin Street,” according to an affidavit filed by city Patrolman Thomas Bortz.
Officers were dispatched to Hipple’s home at 1027 Baldwin St. about 1:30 a.m. on Jan. 14 after two neighbors were awakened by Hipple “yelling at the top of his lungs,” Bortz said police were told.
This had been going on for more than three hours beginning the night before, the officer said.
Hipple, 29, came out of his house and threatened to “commit crimes of violence” towards his neighbors, Bortz alleged in court papers.

Within minutes after a Montoursville patrolman arrived on the scene of a two-vehicle crash on Interstate 180 in the borough about 4:40 p.m. on Jan. 23, one of the drivers, Brandon Howey, told him he had “too much” to drink and was “messed up,” according to court records.
While driving, Howey, 40, of 834 Hepburn St., slammed into the back of a disabled vehicle, police said, adding that the other driver suffered severe back and neck pain and was taken by ambulance to UPMC Williamsport.
“There was a very strong odor of alcohol coming from Howey’s breath,” the investigating officer said in an affidavit.

Additional charges of felony terroristic threats and endangering the welfare of a child were lodged late Monday afternoon against Shaheed Gindraw, the 32-year-old man who held city police at bay for more than six hours Friday night at his apartment at Newberry Estates, 2500 Federal Ave.
Gindraw threatened to blow up his apartment, No. 251, forcing police to evacuate several neighboring units during the standoff that began about 5:15 p.m. shortly after his pregnant girlfriend returned home from the hospital.
Gindraw had earlier allegedly assaulted the woman and threatened to “stomp the kid out of her belly,” Agent Brittany Alexander said in an affidavit.

Richardson, 19, of Penn Hills, Allegheny County, bailed out of the SUV and took off running as did his two passengers, but all three were quickly nabbed, police said.
One passenger, not identified in court papers, was taken by ambulance to UPMC Williamsport to be treated for injuries he suffered in the 11:30 p.m. crash.
