Redistricting LA County and the City of LA: Contiguous, Compact, and Communities of Interest

LOCAL GOVERNMENT-Above is a map of Los Angeles County with the dates of the Los Angeles County Redistricting Committee meetings by area. Where were the residents and other stakeholders? I attended two meetings this week on Redistricting, and since we are unable to see the participants via ZOOM (their names or part of their phone numbers show up on the top of the ZOOM screen from my view) only when they speak, it is impossible for the public to know who was logged on by computer or by phone. This article is not meant to be written in the manner of a professional reporter, but rather from a participant’s point of view.In the first meeting that I attended with the Los Angeles County Citizens Redistricting Commission on Monday night, I believe I only heard about three public speakers which includes my comments.

LOCAL GOVERNMENT-This is a map of Los Angeles County with the dates of the Los Angeles County Redistricting Committee meetings by area. The first Los Angeles County area specific meeting was on June 14, 2021; it is shown here as location “ A”. The second area specific meeting was on June 23, 2021; it is shown here as location “ D.”  A meeting is scheduled June 28, 2021, for area “I” which is shown in purple on the above map. There are regular meetings dates that are not on this map. To date, I believe that these meetings have been via ZOOM. It is my understanding that later in the summer, the Redistricting Committee will hold hearings in these communities. Please see the Los Angeles Redistricting website here.

NC VOTER SUPPRESSION This Tuesday, May 11, 2021, at the Los Angeles’ City Council’s Arts, Parks, Health, Education, and Neighborhoods Committee meeting, the Committee will consider Council File # 21-0407, offered by Councilmember Monica Rodriguez (photo above).  The Council file # 21 – 0407 has strong language related not only to our Neighborhood Council System’s Elections, but language related to “Voter Suppression.” This is the Motion for Council File #21-0407:  “The Neighborhood Council system was established in 1999 to connect LA s diverse communities to City Hall. Neighborhood Council board members are volunteers, elected to office by the members of their community, with the purpose of ensuring that the diverse voices from every neighborhood are heard by City Hall. Democracy cannot exist without a fair electoral process at every level of government. What NC’s Need to Know about the Brown Act and Posting Details NEIGHBORHOOD POLITICS-This video was made after I took my last Ethics Training around 2012 when I took my last Ethic’s Training in the Wilshire District with City Attorney Darren Martinez, I believe that they were filming that meeting for training purposes. I would love to see that video!  As a former West Hills Neighborhood Council (WHNC) Board member, I took my first mandatory Ethics Training when I joined the WHNC Board in 2008. I tried to take it online, but I preferred the training that I got from the City Attorney directly.

LA Made a Serious Mistake in the Way They Created Neighborhood Councils Details NEIGHBORHOOD POLITICS-As I write this, Neighborhood Councils that have elections planned in 2021 for their communities, have already begun elections for their Board members. This is one of the issues that I have with the Neighborhood Council system: I believe all Neighborhood Councils should be required to run their Elections through the designated City Governmental body – in the case of this year, through the Office of the City Clerk.  Neighborhood Councilmembers are considered Elected Officials within the City of Los Angeles government. Therefore, it makes sense they should be kept distant from the election process just as you would expect our Mayor, our City Attorney, our Controller, and our City Councilmembers to be distanced from their election process.
